【摘要】：1985年中歐簽訂的《歐中貿(mào)易和經(jīng)濟(jì)合作協(xié)定》正式開(kāi)啟了中歐雙方在能源領(lǐng)域的合作。不同于常見(jiàn)的存在于能源進(jìn)口國(guó)與出口國(guó)之間的傳統(tǒng)化石領(lǐng)域能源合作,中歐能源合作更多集中在新能源技術(shù)、節(jié)能減排、環(huán)境保護(hù)以及維護(hù)國(guó)際能源市場(chǎng)秩序等方面。以往中歐能源合作的分析,主要集中在制度研究領(lǐng)域。本文試圖運(yùn)用美國(guó)學(xué)者在研究能源問(wèn)題中常用的國(guó)家安全視角,結(jié)合中歐能源合作的國(guó)際背景和國(guó)內(nèi)特點(diǎn),探討中歐能源合作對(duì)于中國(guó)國(guó)家安全的影響,并最終分析如何更好地減少中歐能源合作中的摩擦,推動(dòng)合作利益最大化,更加有效地維護(hù)中國(guó)的國(guó)家安全。論文主體部分共三章。第一章將從理論上建立能源與國(guó)家安全的關(guān)系,通過(guò)比較系統(tǒng)地梳理學(xué)者發(fā)表的既有研究成果和理論觀點(diǎn),結(jié)合當(dāng)代國(guó)際社會(huì)現(xiàn)實(shí),解釋國(guó)家安全概念是如何隨時(shí)代不斷擴(kuò)充其內(nèi)涵,并說(shuō)明能源問(wèn)題如今已經(jīng)成為一國(guó)國(guó)家安全的重要組成部分。第二章將對(duì)中歐雙方能源合作的現(xiàn)實(shí)進(jìn)行系統(tǒng)梳理,包括中歐能源合作的國(guó)際社會(huì)背景、中歐雙方的能源現(xiàn)狀以及雙方采取的對(duì)內(nèi)、對(duì)外能源政策,同時(shí)回顧中歐能源合作的發(fā)展歷程以及中歐能源合作中取得的成果,總結(jié)中歐能源合作的重點(diǎn)。第三章從第一部分與第二部分確立的理論與事實(shí)出發(fā),借鑒英國(guó)學(xué)者巴里·布贊(Barry Buzan)的"人——國(guó)家——國(guó)際社會(huì)"安全模型,討論中歐能源合作對(duì)于在國(guó)內(nèi)和國(guó)際兩個(gè)層面對(duì)于中國(guó)國(guó)家安全的影響,分析中歐能源合作中存在的問(wèn)題,尋找進(jìn)一步推進(jìn)中歐能源合作的未來(lái)努力方向和著力點(diǎn)。
[Abstract]:The "EU-China Trade and Economic Cooperation Agreement" signed between China and Europe in 1985 officially opened China-EU cooperation in the field of energy. China-EU energy cooperation focuses more on new energy technologies, energy conservation and emission reduction, environmental protection and maintenance of international energy market order. This paper attempts to apply the national security perspective commonly used by American scholars in the study of energy issues, combining the international background and domestic characteristics of China-EU energy cooperation. To explore the impact of China-EU energy cooperation on China's national security, and finally analyze how to better reduce the friction in China-EU energy cooperation and promote the maximization of the benefits of China-EU energy cooperation. The main body of the thesis consists of three chapters. The first chapter will establish the relationship between energy and national security in theory, and systematically comb the existing research results and theoretical viewpoints published by scholars. To explain how the concept of national security continues to expand with the times in the light of the realities of the contemporary international community, And explains that the energy issue has now become an important part of a country's national security. Chapter two will systematically comb the reality of China-EU energy cooperation, including the international social background of China-EU energy cooperation. The energy situation of the two sides and the domestic and foreign energy policies adopted by the two sides. At the same time, the development of China-EU energy cooperation and the achievements achieved in the China-EU energy cooperation are reviewed. This chapter summarizes the key points of China-EU energy cooperation. Chapter three starts from the theory and facts established in the first and second parts, and draws on the "human-state international community" security model of Barry Buzanan, a British scholar. This paper discusses the impact of China-EU energy cooperation on China's national security at the domestic and international levels, analyzes the problems existing in China-EU energy cooperation, and looks for the direction and focus of future efforts to further promote China-EU energy cooperation.
