【摘要】： 社區(qū)警務(wù)源自20世紀(jì)六七十年代西方第四次警務(wù)革命,其核心思想是警察立足于社區(qū),面向群眾,通過密切警民關(guān)系,加強警民合作,共同發(fā)現(xiàn)和解決社區(qū)治安問題。 社區(qū)警務(wù)于20世紀(jì)80年代末90年代初引入我國。我國在總結(jié)公安工作長期堅持的群眾路線的基礎(chǔ)上,于2001年提出了實施社區(qū)警務(wù)戰(zhàn)略。自實施社區(qū)警務(wù)戰(zhàn)略以來,各級公安機關(guān)順應(yīng)社區(qū)改革發(fā)展的新形勢,堅持公安專門工作與群眾路線相結(jié)合的方針,借鑒世界先進警務(wù)理念,挖掘社區(qū)資源,努力建立警民攜手、共保平安的良好互動機制,推動了我國社區(qū)警務(wù)模式不斷創(chuàng)新,在一定程度上緩解了警力和經(jīng)費的不足,有效地預(yù)防、減少和打擊了犯罪,使治安形勢得到了明顯的好轉(zhuǎn),并產(chǎn)生了一定的社會效益。但是,由于各方面的原因所致,在社區(qū)警務(wù)中,目前還普遍存在或暴露出一些突出的問題。這些問題的存在,在一定程度上影響了社區(qū)警務(wù)職能與作用的發(fā)揮,制約或阻礙了社區(qū)警務(wù)工作的發(fā)展。 本文嘗試在闡述社區(qū)警務(wù)理論的基礎(chǔ)上,結(jié)合我國近年來實施社區(qū)警務(wù)戰(zhàn)略的實際情況,以組織行為學(xué)、公共管理學(xué)、公共政策分析、公共經(jīng)濟學(xué)和人力資源管理等公共管理理論為指導(dǎo),對我國實施社區(qū)警務(wù)建設(shè)的現(xiàn)狀進行了較為全面的剖析,尤其是對實施警務(wù)建設(shè)中存在的問題進行了重點剖析;在剖析的基礎(chǔ)上,采用歸納的方法,從組織管理、運行機制、“社群”和“輔警”工作、預(yù)防、控制犯罪、警務(wù)保障等六個方面,歸納概括出了現(xiàn)階段社區(qū)警務(wù)中普遍存在的突出問題、表現(xiàn)形式;并運用具體分析的方法,分析、指出了其問題形成的原因或存在的制約因素;然后,在此基礎(chǔ)上,對如何解決上述社區(qū)警務(wù)中存在的問題進行了理性思考,具體從六個方面有針對性地提出了解決其問題的基本思考與對策。
[Abstract]:Community policing originated from the fourth western police revolution in the 1960s and 1970s. Its core idea is that the police should base themselves on the community, face the masses, strengthen the cooperation between the police and the people, and jointly discover and solve the problems of community security. Community policing was introduced into China in the late 1980s and early 1990s. On the basis of summing up the mass line of public security work for a long time, our country put forward the strategy of implementing community policing in 2001. Since the implementation of the community policing strategy, the public security organs at all levels have complied with the new situation of community reform and development, adhered to the policy of combining specialized public security work with the mass line, used the advanced policing concept of the world for reference, and excavated community resources. Efforts to establish a good interactive mechanism for the police and the people to work hand in hand to ensure peace and security have promoted the continuous innovation of our community policing model, alleviated to a certain extent the inadequacy of the police force and funds, effectively prevented, reduced and cracked down on crime. The public security situation has been obviously improved, and has produced certain social benefits. However, due to various reasons, there are still some outstanding problems in community policing. The existence of these problems affects the function and function of community policing to some extent and restricts or hinders the development of community policing. On the basis of expounding the theory of community policing and the actual situation of implementing community policing strategy in China in recent years, this paper attempts to analyze organizational behavior, public management, and public policy. Under the guidance of public management theories such as public economics and human resource management, this paper makes a comprehensive analysis on the present situation of implementing community policing construction in China, especially on the problems existing in the implementation of policing construction. On the basis of the analysis, this paper adopts the inductive method from six aspects: organization and management, operation mechanism, "community" and "auxiliary police" work, prevention, crime control, police security, etc. The paper generalizes the prominent problems and their forms of expression in community policing at the present stage, and analyzes and points out the reasons for the formation of the problems and the restrictive factors by using the concrete analysis method. Then, on the basis of this, This paper makes rational thinking on how to solve the problems existing in the above community policing, and puts forward the basic thinking and countermeasures to solve the problems from six aspects.
