【摘要】：農(nóng)村群體性事件主要是指在農(nóng)村區(qū)域內(nèi)由人民內(nèi)部具體利益矛盾引發(fā)的嚴(yán)重影響、干擾乃至破壞正常生產(chǎn)生活秩序的社會(huì)沖突事件,是人民內(nèi)部具體利益矛盾對(duì)抗和激化的表現(xiàn)。綜觀農(nóng)村群體性事件，主要是經(jīng)濟(jì)利益訴求事件和體制外維權(quán)活動(dòng)，且矛頭多數(shù)指向基層政府。特別是，隨著城鎮(zhèn)化建設(shè)進(jìn)程的不斷加快,失地農(nóng)民越來越多,合法權(quán)益屢屢受損,難以得到有效保障,導(dǎo)致農(nóng)村群體性事件頻繁發(fā)生,已成為社會(huì)各界共同關(guān)注的焦點(diǎn)。從農(nóng)村群體性事件的成因分析并提出相應(yīng)對(duì)策，有助于進(jìn)一步維護(hù)社會(huì)穩(wěn)定，加強(qiáng)社會(huì)治理能力，積極構(gòu)建和諧社會(huì)。 本論文主要從公共管理學(xué)中的治理理論入手，有針對(duì)性地探討和分析了目前中國(guó)農(nóng)村群體性事件的主要表現(xiàn)和產(chǎn)生的原因，并且反思了目前治理體系及相關(guān)制度上存在的問題，主要表現(xiàn)在：治理方案的制定往往是僅僅從政府的角度出發(fā)，只是地方政府單方面意志的體現(xiàn)，而對(duì)社會(huì)資源以及事件主體當(dāng)中的個(gè)人卻忽視了其應(yīng)該起到的作用；此外，在農(nóng)村群體性事件的治理手段上，往往簡(jiǎn)單粗暴，過于依靠公安機(jī)關(guān)力量，不可否認(rèn)公安機(jī)關(guān)是處理群體性事件當(dāng)中不可缺少的一個(gè)重要部分，但是凡事過于依賴公安機(jī)關(guān)，又容易激化矛盾，，擴(kuò)大事態(tài)等方面。本文正是針對(duì)這些農(nóng)村群體性事件治理當(dāng)中存在的問題，依據(jù)治理的理論，有的放矢的探討和改進(jìn)了對(duì)策，提出了：在相關(guān)的政策法規(guī)的制定上要革除舊弊，維護(hù)農(nóng)民的切身利益；在具體治理對(duì)策的實(shí)施上要改變以往過于“單一”的方式，吸納各方面力量參與，群策群力，共同形成多元化的治理主體；要進(jìn)一步發(fā)展農(nóng)村經(jīng)濟(jì)，改善農(nóng)村生產(chǎn)生活條件等對(duì)策措施，從而形成多元、多層次的治理體系。
[Abstract]:Group events in rural areas mainly refer to social conflict events in rural areas that are seriously affected by the contradictions of the specific interests of the people and interfere with or even destroy the normal order of production and life. It is the manifestation of the contradiction and intensification of the people's specific interests. The rural group events are mainly economic interest appeal events and activities outside the system, and most of them point at the grass-roots government. Especially, with the accelerating process of urbanization, more and more land-lost farmers, the legitimate rights and interests are often damaged, it is difficult to get effective protection, resulting in the frequent occurrence of rural mass events, has become the focus of attention of all walks of life. Analyzing the causes of rural mass events and putting forward corresponding countermeasures will help to further maintain social stability, strengthen the ability of social governance, and actively build a harmonious society. Starting with the governance theory of public management, this paper discusses and analyzes the main manifestations and causes of the current rural mass events in China, and reflects on the existing problems in the current governance system and related systems. The main manifestations are: the formulation of governance programs is often only from the perspective of the government, is only the embodiment of the unilateral will of the local government, but to the social resources and the individual in the subject of events but it should play a role; in addition, In the management of group incidents in rural areas, they are often simple and crude, relying too much on the strength of public security organs. It cannot be denied that public security organs are an indispensable part of dealing with mass incidents, but they rely too much on public security organs for everything. Also easy to intensify contradictions, expand the state of affairs and other aspects. In view of the problems existing in the governance of these rural mass incidents, according to the theory of governance, this paper probes into and improves the countermeasures, and puts forward the following: to eliminate the old and the bad in the formulation of relevant policies and regulations, To safeguard the vital interests of farmers, to change the "single" way in the past in the implementation of specific governance countermeasures, to absorb the participation of various forces, to work together to form a diversified governing body, and to further develop the rural economy, Improve rural production and living conditions and other countermeasures, so as to form a pluralistic, multi-level governance system.
