【摘要】：在當前國際金融體系因全球遭遇70年來最嚴重的金融和經(jīng)濟危機而面臨巨大挑戰(zhàn)之時,尤其是在當前國際金融協(xié)調機制正從G8向G20轉化的過程中,深入研究1929年—1933年世界經(jīng)濟大危機之后,美歐主要金融大國的貨幣政策協(xié)調歷史很有現(xiàn)實意義。1936年美英法《三方貨幣穩(wěn)定協(xié)議》就是在30年代世界經(jīng)濟大危機之后達成的具有明顯國際金融體系轉型含義的協(xié)議。該協(xié)議及其附屬協(xié)議中規(guī)定的國際匯兌安排將美元的黃金價格作為買賣通貨的標準,這種安排實際上是一種非正式的"美元本位",它表明英國和法國開始接受美國主導的新的國際金融協(xié)調機制,顯示了美元的"準霸權"地位,也為二戰(zhàn)后國際金融的布雷頓森林體系作了鋪墊。
[Abstract]:At a time when the international financial system is facing enormous challenges due to the world's worst financial and economic crisis in 70 years, especially at a time when the international financial coordination mechanism is transforming from G8 to G20, After an in-depth study of the world economic crisis from 1929 to 1933, The history of monetary policy coordination of major financial powers in the United States and Europe is of great practical significance. The "Tripartite Monetary Stability Agreement" reached in 1936 between the United States and the United Kingdom and France is an agreement with obvious implications for the transformation of the international financial system reached after the world economic crisis of the 1930s. The international exchange arrangements provided for in the Agreement and its subsidiary agreements use the gold price of the United States dollar as the standard for the purchase and sale of currency. This arrangement, in effect, is an informal "dollar standard" that shows that Britain and France are beginning to accept the new US-led international financial coordination mechanism, showing the dollar's "quasi-hegemonic" status. It also paved the way for the Bretton Woods system of international finance after World War II.
