【摘要】：新世紀(jì)以來文化產(chǎn)業(yè)發(fā)展勢(shì)頭強(qiáng)勁,動(dòng)漫產(chǎn)業(yè)等新興文化產(chǎn)業(yè)發(fā)展迅速,據(jù)1996年以來的政策梳理和分析,國內(nèi)動(dòng)漫產(chǎn)業(yè)規(guī)模巨大但發(fā)展扶持政策尚不完善,動(dòng)漫產(chǎn)業(yè)風(fēng)險(xiǎn)高且收益低,存在原創(chuàng)性低和對(duì)知識(shí)產(chǎn)權(quán)保護(hù)不足等問題,根據(jù)政策分析工具框架分析發(fā)現(xiàn)政策工具使用中自愿性發(fā)展工具不健全,混合型工具運(yùn)用不夠,強(qiáng)制型政策工具占主導(dǎo)等不利于我國文化產(chǎn)業(yè)的長足發(fā)展。提出推動(dòng)我國動(dòng)漫產(chǎn)業(yè)發(fā)展的合理化建議,加強(qiáng)企業(yè)、行業(yè)間的聯(lián)系,著重培養(yǎng)復(fù)合型人才,加強(qiáng)對(duì)文化知識(shí)產(chǎn)權(quán)的保護(hù),以期對(duì)我國文化產(chǎn)業(yè)大發(fā)展、大繁榮的推動(dòng)有所裨益。
[Abstract]:Since the new century culture industry development momentum is strong, the animation industry and other emerging cultural industries developed rapidly, according to the policy analysis since 1996, the domestic animation industry is huge but the development support policy is not perfect, the animation industry is high risk and low income, are low and the problem of the original intellectual property protection problems, according to the framework the analysis found that the policy tools used in the development of voluntary tools do not sound policy analysis, mixed use of tools is not enough, compulsory policy tools so dominant is not conducive to the rapid development of China's cultural industry. Put forward reasonable suggestions to promote the development of China's animation industry to strengthen the links between enterprises, industries, cultivate compound talents, to strengthen the protection of intellectual property culture, with a view to the development of China's cultural industry, to promote the prosperity of great benefit.
