【摘要】：改革開放以來,對外貿(mào)易在我國經(jīng)濟起飛階段發(fā)揮了十分重要的作用。這一時期具有重商主義性質(zhì)的對外貿(mào)易政策既體現(xiàn)了當(dāng)時我國的經(jīng)濟發(fā)展戰(zhàn)略,也不斷強化了我國在經(jīng)濟起飛階段的經(jīng)濟增長方式。然而進入到中等收入階段之后,這種貿(mào)易政策出現(xiàn)了諸多問題,傳統(tǒng)的經(jīng)濟增長方式也面臨轉(zhuǎn)型的需要。經(jīng)濟增長依賴于資源投入,產(chǎn)業(yè)結(jié)構(gòu)不協(xié)調(diào),經(jīng)濟發(fā)展動力不平衡,收入分配差距拉大等問題凸顯,經(jīng)濟發(fā)展面臨“中等收入陷阱”的風(fēng)險。要跨越“中等收入陷阱”,需要轉(zhuǎn)變經(jīng)濟發(fā)展方式,而貿(mào)易政策對于經(jīng)濟發(fā)展方式的轉(zhuǎn)型應(yīng)起到導(dǎo)向作用。中等收入階段的貿(mào)易政策調(diào)整目標(biāo)在于促進我國的經(jīng)濟發(fā)展方式轉(zhuǎn)型,推動我國外貿(mào)發(fā)展方式的轉(zhuǎn)變,同時還要協(xié)調(diào)貿(mào)易利益的分配,不斷適應(yīng)當(dāng)前國際貿(mào)易環(huán)境的變化。在此基礎(chǔ)上,本文提出了我國中等收入階段貿(mào)易政策調(diào)整的對策與建議,包括要引導(dǎo)貿(mào)易結(jié)構(gòu)升級、降低貿(mào)易風(fēng)險,合理推進自貿(mào)區(qū)戰(zhàn)略和自貿(mào)園區(qū)戰(zhàn)略,建立我國的貿(mào)易補償制度等措施。
[Abstract]:Since the reform and opening up, foreign trade has played a very important role in China's economic take-off stage. The mercantilist foreign trade policy of this period not only embodies the economic development strategy of our country at that time, but also strengthens the economic growth mode of our country in the stage of economic take-off. However, after entering the middle-income stage, there are many problems in this trade policy, and the traditional economic growth mode is also facing the need of transformation. Economic growth depends on resource input, the industrial structure is not coordinated, the power of economic development is unbalanced, and the gap of income distribution is widening, so the economic development faces the risk of "middle income trap". To overcome the "middle income trap", we need to change the mode of economic development, and trade policy should play a guiding role in the transformation of economic development mode. The goal of the trade policy adjustment in the middle income stage is to promote the transformation of our country's economic development mode, to promote the transformation of our country's foreign trade development mode, and to coordinate the distribution of trade benefits so as to adapt to the changes of the current international trade environment. On this basis, this paper puts forward the countermeasures and suggestions for the adjustment of trade policy in the middle income stage of our country, including guiding the upgrading of trade structure, reducing the trade risk, reasonably promoting the strategy of free trade zone and free trade park. Establish our country's trade compensation system and other measures.
