【摘要】：隨著改革開放的深入,我國經(jīng)濟(jì)迅速發(fā)展,政府加大力度支持農(nóng)業(yè)建設(shè),旅游業(yè)與農(nóng)業(yè)相互促進(jìn)發(fā)展,農(nóng)業(yè)園區(qū)發(fā)展形勢一片良好,但由于我國農(nóng)業(yè)園區(qū)規(guī)劃水平仍處于初級階段,導(dǎo)致園區(qū)規(guī)劃不能全面考慮城鄉(xiāng)發(fā)展的需求,盲目模仿,功能結(jié)構(gòu)單一,毫無特色可言。因此,這些農(nóng)業(yè)園區(qū)往往將一、二個功能視為重點,而忽視其它功能,無法形成一個完整的產(chǎn)業(yè)鏈體系,最終導(dǎo)致產(chǎn)業(yè)發(fā)展的動力不足,整體效益低迷。而多功能農(nóng)業(yè)園區(qū)則具有多重功能,融各功能于一體,充分滿足生產(chǎn)、生態(tài)、生活的需求,促進(jìn)社會經(jīng)濟(jì)發(fā)展,提高農(nóng)民經(jīng)濟(jì)效益。本文運用文獻(xiàn)綜述、案例分析及實例研究等研究方法,探討多功能農(nóng)業(yè)園區(qū)規(guī)劃方法,主要研究結(jié)果如下：(1)通過對湖南、廣西、廣東等地的成功農(nóng)業(yè)園區(qū)進(jìn)行實地考察,從農(nóng)業(yè)園區(qū)的整體規(guī)劃、功能分區(qū)、道路規(guī)劃、植物種植規(guī)劃、水體規(guī)劃及基礎(chǔ)設(shè)施規(guī)劃等方面進(jìn)行綜合分析,總結(jié)出目前農(nóng)業(yè)園區(qū)的成功之處有：基于當(dāng)?shù)氐匦螚l件及市場需求規(guī)劃布局,功能結(jié)構(gòu)豐富,各功能之間相互滲透,景觀多樣,特色各異,注重全面發(fā)展,提高園區(qū)的生態(tài)、經(jīng)濟(jì)、社會及人文效益。(2)基于景觀生態(tài)學(xué)理論、規(guī)劃設(shè)計學(xué)理論、農(nóng)業(yè)發(fā)展理論和可持續(xù)發(fā)展理論,提出了以四農(nóng)“農(nóng)業(yè)生產(chǎn)、農(nóng)業(yè)觀光、農(nóng)業(yè)休閑、農(nóng)業(yè)文化”為指導(dǎo)的多功能農(nóng)業(yè)園區(qū)規(guī)劃模式。(3)提出多功能農(nóng)業(yè)園區(qū)規(guī)劃應(yīng)遵循因地制宜、特色突出、以人為本、效益統(tǒng)籌的原則。整體規(guī)劃依據(jù)“四農(nóng)”規(guī)劃模式將園區(qū)劃分為農(nóng)業(yè)生產(chǎn)區(qū)、觀光旅游區(qū)、休閑體驗區(qū)、餐飲接待區(qū)及科普教育區(qū)。闡述了土地利用、道路、植物種植、水體、基礎(chǔ)設(shè)施等分項規(guī)劃要點。(4)將上述方法運用到實踐中,對湘陰金岳村多功能農(nóng)業(yè)園區(qū)進(jìn)行規(guī)劃,圍繞多功能園區(qū)的主題,在“四農(nóng)”規(guī)劃模式的指導(dǎo)下進(jìn)行農(nóng)業(yè)園區(qū)總體構(gòu)架的規(guī)劃。多功能農(nóng)業(yè)園區(qū)規(guī)劃應(yīng)該以自然生態(tài)資源與農(nóng)業(yè)為基礎(chǔ),以農(nóng)業(yè)多功能性為主題,滿足城鄉(xiāng)居民需求,探討出多功能農(nóng)業(yè)園區(qū)規(guī)劃的成功模式及方法。
[Abstract]:With the deepening of reform and opening up and the rapid economic development of our country, the government has increased its efforts to support agricultural construction, tourism and agriculture promote each other, and the development of agricultural parks is in a good situation. However, the planning level of agricultural parks in China is still in the primary stage, leading to the park planning can not fully consider the needs of urban and rural development, blind imitation, single functional structure, no characteristics at all. Therefore, these agricultural parks tend to focus on one or two functions, but ignore other functions, and can not form a complete industrial chain system, which ultimately leads to insufficient power of industrial development and low overall efficiency. On the other hand, the multi-function agricultural park has many functions, which can fully meet the needs of production, ecology and life, promote the development of social economy and improve the economic benefit of farmers. This paper uses literature review, case study and case study to discuss the planning method of multi-function agricultural park. The main results are as follows: 1) through the field investigation of successful agricultural parks in Hunan, Guangxi, Guangdong, etc. From the overall planning of agricultural parks, functional zoning, road planning, plant planting planning, water planning and infrastructure planning and other aspects of comprehensive analysis, The success of the current agricultural park is summarized as follows: based on the local terrain conditions and market demand planning layout, the function structure is rich, each function infiltrates each other, the landscape is diverse, the characteristic is different, pays attention to the overall development, enhances the park ecology, Based on the theory of landscape ecology, the theory of planning and design, the theory of agricultural development and the theory of sustainable development, the paper puts forward the four agricultural production, agricultural sightseeing, agricultural leisure, The planning mode of multi-function agricultural park guided by agricultural culture is that the planning of multi-function agricultural park should follow the principles of adapting measures to local conditions, outstanding characteristics, people-oriented and overall planning of benefits. The whole plan divides the park into agricultural production area, sightseeing area, leisure experience area, catering reception area and popular science education area according to the planning mode of "four rural areas". The main points of sub-planning of land use, road, plant planting, water body, infrastructure and so on are expounded. The above methods are applied in practice to plan the multi-function agricultural park of Jinyue Village in Xiangyin, which revolves around the theme of multi-function park. Under the guidance of the "four rural areas" planning model, the planning of the overall framework of agricultural parks. The planning of multi-functional agricultural park should be based on natural ecological resources and agriculture, and should be based on the theme of agricultural multi-function, to meet the needs of urban and rural residents, and to explore the successful mode and method of multi-function agricultural park planning.
