【摘要】：我國政府一直高度重視農業(yè)發(fā)展政策,對農業(yè)實施財政補貼。農業(yè)補貼實施后仍然存在著效率低、無法達到政策預期效果的問題。以政府向農業(yè)企業(yè)提供的財政補貼為例,根據信息不對稱理論和優(yōu)序融資理論,選取了滬深兩市21家農業(yè)上市公司為樣本,就補貼政策對其融資行為的影響進行了分析。研究發(fā)現財政補貼的信息傳遞效應整體上不利于農業(yè)企業(yè)從外部獲取融資,但不同類別補貼的作用效果有明顯差異;而補貼的決策激勵效應會使農業(yè)企業(yè)傾向于擴大其短期負債水平。針對提高補貼效率提出了調整補貼資金投向、優(yōu)化補貼發(fā)放方式等政策建議。
[Abstract]:Our government has always attached great importance to the agricultural development policy and implemented financial subsidies to agriculture. After the implementation of agricultural subsidies, there is still the problem of low efficiency and unable to achieve the expected effect of the policy. Take the financial subsidies provided by the government to agricultural enterprises as an example, According to information asymmetry theory and priority financing theory, 21 agricultural listed companies in Shanghai and Shenzhen stock markets are selected as samples. This paper analyzes the effect of subsidy policy on financing behavior. It is found that the information transmission effect of financial subsidy is not conducive to agricultural enterprises to obtain financing from outside, but the effect of different types of subsidies has obvious difference. The decision incentive effect of subsidies will make agricultural enterprises tend to expand their short-term debt level. In order to improve the efficiency of subsidies, this paper puts forward some policy suggestions, such as adjusting the investment of subsidy funds and optimizing the way of granting subsidies.
