【摘要】：德國重新統(tǒng)一至今已經(jīng)二十五年了，德國的統(tǒng)一對德國、歐洲、乃至世界都產(chǎn)生了巨大的影響，有利于世界的和平與發(fā)展，也成為世界經(jīng)濟(jì)新格局的重要促成因素。但從統(tǒng)一那一刻起，原德意志民主共和國地區(qū)就面臨著經(jīng)濟(jì)轉(zhuǎn)型與重建的艱巨任務(wù)。經(jīng)過20多年的發(fā)展，原民主德國地區(qū)已經(jīng)成功完成了從計劃經(jīng)濟(jì)體制向市場經(jīng)濟(jì)體制的轉(zhuǎn)軌，經(jīng)濟(jì)振興，東部地區(qū)人民生活水平顯著提高，初步實現(xiàn)了東西部經(jīng)濟(jì)一體化。但在調(diào)整東部地區(qū)經(jīng)濟(jì)政策實施的過程中也出現(xiàn)了一些負(fù)面效應(yīng)，存在財政負(fù)擔(dān)加重、失業(yè)率不斷攀升、社會問題層出等問題。但我們更應(yīng)該看重的是德國在經(jīng)濟(jì)建設(shè)方面所積累的豐富經(jīng)驗。 中國學(xué)者從兩德統(tǒng)一后就一直關(guān)注、研究東部地區(qū)經(jīng)濟(jì)轉(zhuǎn)型及經(jīng)濟(jì)重建的相關(guān)問題。本文主要研究兩德統(tǒng)一后東部地區(qū)經(jīng)濟(jì)轉(zhuǎn)型與重建的調(diào)整政策，通過評析政策的利弊，得出一系列的經(jīng)驗教訓(xùn)，，希望對我國正在深化的改革開放提供有益的借鑒。 本篇論文包括經(jīng)濟(jì)轉(zhuǎn)型和經(jīng)濟(jì)政策相關(guān)理論的一般分析、兩德統(tǒng)一前各自的經(jīng)濟(jì)狀況及對比、統(tǒng)一的進(jìn)程及目標(biāo)、東部地區(qū)經(jīng)濟(jì)轉(zhuǎn)型與重建的具體政策及評析。其中調(diào)整東部地區(qū)經(jīng)濟(jì)政策及評析是本文的重點。 經(jīng)過三十多年的改革開放，中國的經(jīng)濟(jì)高速發(fā)展、中國特色社會主義事業(yè)取得了舉世矚目的成績。但存在區(qū)域經(jīng)濟(jì)、城鄉(xiāng)經(jīng)濟(jì)發(fā)展不平衡的突出問題，對德國東部地區(qū)經(jīng)濟(jì)調(diào)整政策的研究將給我們有益的啟示。
[Abstract]:It has been 25 years since the reunification of Germany. The reunification of Germany has had a tremendous impact on Germany, Europe and even the world, which is conducive to world peace and development. It has also become an important contributing factor to the new world economic pattern. But from the moment of reunification, the region of the former German Democratic Republic was faced with the arduous task of economic transformation and reconstruction. After more than 20 years of development, The former GDR region has successfully completed the transition from a planned economy system to a market economy system, economic revitalization, and a remarkable improvement in the living standards of the people in the eastern region. The economic integration of the east and the west was initially realized. However, in the process of adjusting the implementation of economic policies in the eastern region, there were some negative effects. There was an increase in the financial burden and the unemployment rate was constantly rising. Social problems arise. But what we should pay more attention to is Germany's rich experience in economic construction. Chinese scholars have been paying close attention to the economic transition and economic reconstruction in the eastern part of China since the reunification of Germany and Germany. This paper mainly studies the adjustment policies of economic transformation and reconstruction in the eastern region after the reunification of Germany and Germany, and evaluates the advantages and disadvantages of the policies. A series of experiences and lessons are obtained, hoping to provide useful reference for our country's deepening reform and opening up. This thesis includes the general analysis of economic transformation and economic policy theory, the respective economic situation and contrast before the reunification of Germany and Germany, the process and goal of unification. The specific policies and comments on the economic transformation and reconstruction of the eastern region, among which the adjustment and evaluation of the economic policies in the eastern region are the key points of this paper. After more than 30 years of reform and opening up, China's economy has developed at a high speed, and the cause of socialism with Chinese characteristics has made remarkable achievements. The study of economic adjustment policy in eastern Germany will give us beneficial enlightenment.
