【摘要】：改革開放以來,福州取得了前所未有的大發(fā)展,但資源要素制約、環(huán)境承載壓力、技術瓶頸和結(jié)構(gòu)矛盾等深層次的問題對經(jīng)濟發(fā)展的制約作用越發(fā)凸顯,傳統(tǒng)產(chǎn)業(yè)結(jié)構(gòu)的弊端給生態(tài)環(huán)境帶來了巨大壓力。產(chǎn)業(yè)作為經(jīng)濟活動的載體,其與生態(tài)環(huán)境的關系應當受到我們的重視。在當下這一關鍵的發(fā)展時期,處理好產(chǎn)業(yè)發(fā)展與生態(tài)文明建設之間的矛盾,全力推進產(chǎn)業(yè)向生態(tài)化結(jié)構(gòu)轉(zhuǎn)型、發(fā)展、培育是福州科學發(fā)展的必然選擇。當前經(jīng)濟發(fā)展面臨的雙重任務是既要保持較快發(fā)展,又要保護資源和環(huán)境。本文認為,破解這一難題的出路,在于加快轉(zhuǎn)變發(fā)展方式,而調(diào)整產(chǎn)業(yè)結(jié)構(gòu)是轉(zhuǎn)變發(fā)展方式的重要載體,實現(xiàn)產(chǎn)業(yè)效率最優(yōu)化、產(chǎn)業(yè)層次高級化、產(chǎn)業(yè)結(jié)構(gòu)生態(tài)化、產(chǎn)業(yè)發(fā)展科學化應該是產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的一個重要目標。良好的生態(tài)文明狀況與合理的產(chǎn)業(yè)結(jié)構(gòu)互為基礎、相互依賴又高度融合。唯有改變粗放型發(fā)展方式,構(gòu)建能夠促進生態(tài)文明建設的產(chǎn)業(yè)布局、產(chǎn)業(yè)結(jié)構(gòu)、生產(chǎn)方式和生活方式,方能實現(xiàn)生態(tài)文明與經(jīng)濟建設協(xié)調(diào)發(fā)展的雙贏局面。 本文以促進產(chǎn)業(yè)發(fā)展和生態(tài)文明互利共贏作為產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的重要目的,提出生態(tài)文明視角下產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的內(nèi)涵與四個要求,首先采用描述統(tǒng)計的方法對福州產(chǎn)業(yè)結(jié)構(gòu)發(fā)展現(xiàn)狀進行定性分析,緊接著圍繞經(jīng)濟與生態(tài)協(xié)調(diào)發(fā)展的目標,構(gòu)建生態(tài)文明視角下產(chǎn)業(yè)結(jié)構(gòu)水平評價指標體系。在該指標體系的基礎上,采用主成分分析法從橫向比較、縱向比較兩種角度,以生態(tài)文明理念對福州市目前的產(chǎn)業(yè)結(jié)構(gòu)水平進行評價,分析存在問題。最后,基于定性定量結(jié)合分析結(jié)果進一步提出現(xiàn)階段福州市生態(tài)文明視角下產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化思路和政策建議,為福州科學發(fā)展、跨越發(fā)展出謀劃策,凸顯省會中心城市龍頭帶動作用。
[Abstract]:Since the reform and opening up, Fuzhou has made unprecedented great development. However, the restriction of resource factors, environmental bearing pressure, technological bottlenecks and structural contradictions on economic development has become increasingly prominent. The disadvantages of traditional industrial structure bring great pressure to the ecological environment. As the carrier of economic activities, the relationship between industry and ecological environment should be paid more attention to. To deal with the contradiction between the industrial development and the construction of ecological civilization, to promote the transformation of the industry to the ecological structure, to develop and to cultivate is the inevitable choice for the scientific development of Fuzhou. At present, the dual task of the economic development is to maintain the rapid development. This paper holds that the way out to solve this problem lies in speeding up the transformation of the mode of development, and adjusting the industrial structure is the important carrier of the transformation of the mode of development, realizing the optimization of industrial efficiency and the upgrading of industrial levels. The ecology of industrial structure and the scientific development of industry should be an important target of the adjustment of industrial structure. Good ecological civilization and reasonable industrial structure are mutually based, interdependent and highly integrated. Only by constructing the industrial layout, industrial structure, production mode and life style that can promote the construction of ecological civilization, can we realize the win-win situation of harmonious development of ecological civilization and economic construction. In order to promote the development of industry and the mutual benefit and win-win of ecological civilization as the important purpose of industrial structure optimization, this paper puts forward the connotation and four requirements of industrial structure optimization from the perspective of ecological civilization. First of all, using the method of descriptive statistics to qualitatively analyze the present situation of industrial structure development in Fuzhou, and then focus on the goal of coordinated development of economy and ecology. On the basis of this index system, principal component analysis (PCA) is used to compare the level of industrial structure from two angles: horizontal comparison and vertical comparison. Using the concept of ecological civilization to evaluate the current level of industrial structure in Fuzhou, analyze the existing problems. Finally, Based on the results of qualitative and quantitative analysis, this paper further puts forward the ideas and policy suggestions of industrial structure optimization under the perspective of ecological civilization in Fuzhou at the present stage, in order to provide suggestions for the scientific development of Fuzhou, to make plans for leapfrogging development, and to highlight the leading role of the provincial capital central city.
