福建省綠色經(jīng)濟(jì)發(fā)展能力評價研究

【摘要】:隨著我國工業(yè)化進(jìn)程不斷推進(jìn),區(qū)域綠色經(jīng)濟(jì)發(fā)展引起政府和國內(nèi)外學(xué)術(shù)界的廣泛重視。綠色經(jīng)濟(jì)作為新近出現(xiàn)的概念,與經(jīng)濟(jì)可持續(xù)發(fā)展、低碳經(jīng)濟(jì)、循環(huán)經(jīng)濟(jì)等概念既有相近的意義又有內(nèi)涵的區(qū)別。對綠色經(jīng)濟(jì)發(fā)展進(jìn)行評價研究,有利于指導(dǎo)區(qū)域經(jīng)濟(jì)轉(zhuǎn)變發(fā)展模式,提高生產(chǎn)效率,增強(qiáng)環(huán)境保護(hù),促進(jìn)節(jié)能減排等等。目前,福建省政府高度重視綠色經(jīng)濟(jì)的發(fā)展,為綠色經(jīng)濟(jì)的發(fā)展創(chuàng)造了良好的歷史發(fā)展機(jī)遇。本文旨在通過構(gòu)建指標(biāo)體系和模型對福建省綠色經(jīng)濟(jì)發(fā)展能力做出科學(xué)合理的評價,并希望能對其他省份和地區(qū)有一定借鑒意義。首先,本文闡述了研究福建省綠色經(jīng)濟(jì)發(fā)展能力的理論及現(xiàn)實(shí)意義;分析國內(nèi)外相關(guān)研究成果,指出目前研究的優(yōu)點(diǎn)與不足;介紹綠色經(jīng)濟(jì)的相關(guān)概念,包括綠色經(jīng)濟(jì)的定義、特征和實(shí)質(zhì)、綠色經(jīng)濟(jì)與循環(huán)、低碳經(jīng)濟(jì)的異同以及綠色經(jīng)濟(jì)學(xué);介紹了本文用到的兩種主要算法的概念、意義以及實(shí)現(xiàn)過程。這些模型構(gòu)建和應(yīng)用前期的研究為本文進(jìn)行綠色經(jīng)濟(jì)發(fā)展能力的評價和分析奠定了基礎(chǔ)。其次,本文在經(jīng)典C-D函數(shù)中加入能源因素,構(gòu)造基于能源的擴(kuò)展C-D函數(shù)模型,通過測算能源投入對GDP的貢獻(xiàn)程度,印證能源對于經(jīng)濟(jì)發(fā)展的重要性,以此說明從以高能源消耗為代價的傳統(tǒng)經(jīng)濟(jì)發(fā)展模式向高效環(huán)保、節(jié)能減排的綠色經(jīng)濟(jì)發(fā)展模式轉(zhuǎn)變的必要性。有鑒于此,本文構(gòu)建基于因子分析法的綠色經(jīng)濟(jì)發(fā)展能力評價體系,之后通過因子分析法進(jìn)行各級指標(biāo)的調(diào)節(jié),計算因子得分,找出主要影響因子,并分析評價這些主要影響因子。最后,本文以福建省為研究對象,進(jìn)行基于擴(kuò)展C-D函數(shù)的能源對福建省GDP貢獻(xiàn)度測算模型的實(shí)證分析,并得出能源對于福建省經(jīng)濟(jì)的發(fā)展有著重要的影響這一重要結(jié)論。福建省應(yīng)加快從傳統(tǒng)經(jīng)濟(jì)發(fā)展模式向綠色經(jīng)濟(jì)發(fā)展模式的轉(zhuǎn)型,使得其GDP增長不再以能源消耗量的增加為代價。因此,本文構(gòu)建基于因子分析法的福建省綠色經(jīng)濟(jì)發(fā)展能力評價模型,通過模型應(yīng)用得出制約福建省綠色經(jīng)濟(jì)發(fā)展的關(guān)鍵因子;計算各關(guān)鍵因子得分,找出福建省綠色經(jīng)濟(jì)發(fā)展的主要影響因素,并結(jié)合福建省實(shí)際情況提出相應(yīng)的政策建議。
[Abstract]:With the continuous progress of industrialization in China, the development of regional green economy has attracted extensive attention of the government and the academic circles both at home and abroad. As a new concept, green economy is associated with sustainable economic development and low-carbon economy. The concept of circular economy has similar meanings and connotations. To evaluate and study the development of green economy is helpful to guide the development mode of regional economy, improve production efficiency and enhance environmental protection. At present, the Fujian Provincial Government attaches great importance to the development of the green economy, The purpose of this paper is to make a scientific and reasonable evaluation on the development ability of green economy in Fujian Province by constructing index system and model. It is hoped that it can be used for reference in other provinces and regions. First of all, this paper expounds the theoretical and practical significance of studying the green economy development ability of Fujian Province, analyzes the relevant research results at home and abroad, and points out the advantages and disadvantages of the current research. This paper introduces the related concepts of green economy, including the definition, characteristics and essence of green economy, green economy and circulation, the similarities and differences of low-carbon economy and green economics, and introduces the concepts of two main algorithms used in this paper. The significance and realization process. These models are constructed and studied in the early stage of application, which lays a foundation for the evaluation and analysis of green economy development ability. Secondly, the energy factor is added to the classical C-D function in this paper. In this paper, an extended C-D function model based on energy is constructed. By measuring the contribution of energy input to GDP, the importance of energy for economic development is confirmed, which shows that the traditional mode of economic development at the cost of high energy consumption is becoming more efficient and environmentally friendly. In view of this, this paper constructs the evaluation system of green economy development ability based on factor analysis, then adjusts the index at all levels through factor analysis, calculates the factor score. Find out the main influence factors, and analyze and evaluate the main factors. Finally, this paper takes Fujian Province as the research object, carries on the empirical analysis based on the extended C-D function energy to Fujian Province GDP contribution degree measurement model. It is concluded that energy has an important impact on the economic development of Fujian Province. Fujian Province should speed up the transition from the traditional economic development model to the green economic development model. Therefore, this paper constructs the evaluation model of Fujian green economy development ability based on factor analysis, and obtains the key factors restricting the development of Fujian green economy through the application of the model. This paper calculates the scores of key factors, finds out the main influencing factors of the development of green economy in Fujian Province, and puts forward corresponding policy suggestions according to the actual situation of Fujian Province.
