【摘要】：城市是現(xiàn)代文明的標(biāo)志，是政治、經(jīng)濟(jì)、科技、文化、教育的中心。城市基礎(chǔ)設(shè)施是為一個(gè)城市物質(zhì)生產(chǎn)和居民生活提供一般條件的物質(zhì)載體。近幾年城市化的高速發(fā)展加快了城市基礎(chǔ)設(shè)施建設(shè)的步伐，而基礎(chǔ)設(shè)施建設(shè)離不開(kāi)資金的投入，緊靠政府財(cái)政資金已不能適應(yīng)當(dāng)前城市基礎(chǔ)設(shè)施建設(shè)的需要。隨著城市化進(jìn)程的加快，蘭州市面臨著城市基礎(chǔ)設(shè)施融資困難、融資渠道單一等問(wèn)題，如何拓寬城市基礎(chǔ)設(shè)施融資渠道，為蘭州市基礎(chǔ)設(shè)施的快速發(fā)展提供充裕和穩(wěn)定的資金供給，成為一個(gè)亟待解決的問(wèn)題。 本文主要研究蘭州市基礎(chǔ)設(shè)施融資渠道問(wèn)題。擬在對(duì)現(xiàn)有的研究理論進(jìn)行歸納總結(jié)的基礎(chǔ)上，綜合分析蘭州市目前城市基礎(chǔ)設(shè)施建設(shè)水平、融資規(guī)模、融資渠道和資金需求狀況，以更好的深刻剖析蘭州市基礎(chǔ)設(shè)施融資存在的問(wèn)題及困難。經(jīng)分析發(fā)現(xiàn)本市基礎(chǔ)設(shè)施融資在投融資體制機(jī)制、資金來(lái)源單一和結(jié)構(gòu)不合理、融資方式相對(duì)匱乏和地方政府投融資平臺(tái)運(yùn)作不規(guī)范這些方面存在嚴(yán)重的問(wèn)題。為更好地解決以上問(wèn)題，本文認(rèn)真搜集整理了國(guó)內(nèi)外發(fā)達(dá)國(guó)家和國(guó)內(nèi)先進(jìn)城市在城市基礎(chǔ)設(shè)施投融資改革、融資渠道和地方政府投融資平臺(tái)三方面的成功經(jīng)驗(yàn)，并與國(guó)內(nèi)發(fā)達(dá)城市在融資模式做了對(duì)比研究，并以此借鑒發(fā)達(dá)國(guó)家和城市在基礎(chǔ)設(shè)施融資模式上的先進(jìn)經(jīng)驗(yàn)，來(lái)拓寬蘭州市基礎(chǔ)設(shè)施建設(shè)融資渠道。提出政府完善投融資體制機(jī)制，建立多元化融資體系和拓寬民間資本融資渠道等相關(guān)政策建議，，來(lái)促進(jìn)蘭州市基礎(chǔ)設(shè)施建設(shè)發(fā)展。
[Abstract]:The city is the symbol of modern civilization and the center of politics, economy, science and technology, culture and education. Urban infrastructure is a material carrier for a city to provide general conditions for material production and residents' life. The rapid development of urbanization in recent years has accelerated the pace of urban infrastructure construction, and infrastructure construction can not be separated from the investment of funds, close to the government financial funds can not meet the needs of the current urban infrastructure construction. With the acceleration of urbanization, Lanzhou is faced with the problems of financing urban infrastructure, single financing channels, and how to broaden the financing channels of urban infrastructure. It is an urgent problem to provide abundant and stable fund supply for the rapid development of infrastructure in Lanzhou. This paper mainly studies the financing channel of infrastructure in Lanzhou. On the basis of summing up the existing research theories, this paper comprehensively analyzes the current level of urban infrastructure construction, financing scale, financing channels and capital demand in Lanzhou. In order to better analyze Lanzhou infrastructure financing problems and difficulties. It is found that there are serious problems in the investment and financing system mechanism, the single source and unreasonable structure, the relative lack of financing methods and the non-standard operation of local government investment and financing platform. In order to better solve the above problems, this paper carefully collects and collates the successful experiences of the developed countries and domestic advanced cities in the three aspects of urban infrastructure investment and financing reform, financing channels and local government investment and financing platform. It also makes a comparative study with the domestic developed cities in the financing mode, and draw lessons from the advanced experience of the developed countries and cities in infrastructure financing mode, to broaden the financing channels of infrastructure construction in Lanzhou. In order to promote the development of Lanzhou's infrastructure, the government should improve the mechanism of investment and financing system, establish a diversified financing system and broaden the private capital financing channels and other relevant policy recommendations.
