【摘要】：BT模式已被廣泛應(yīng)用于非經(jīng)營(yíng)性的基礎(chǔ)設(shè)施建設(shè),該模式下,回購(gòu)總價(jià)是項(xiàng)目投資方和項(xiàng)目回購(gòu)人的核心關(guān)切。為了有效控制回購(gòu)總價(jià),很有必要識(shí)別出影響回購(gòu)總價(jià)的風(fēng)險(xiǎn)因素,并提出相應(yīng)的風(fēng)險(xiǎn)防范措施。文獻(xiàn)表明,目前國(guó)內(nèi)外學(xué)者對(duì)于BT模式的研究大多是關(guān)注影響B(tài)T模式成功的主要因素,或是從不同利益主體的角度研究如何對(duì)風(fēng)險(xiǎn)進(jìn)行分配,而對(duì)有關(guān)回購(gòu)總價(jià)這一具體問(wèn)題做深入分析的不多。本研究從項(xiàng)目壽命周期的視角,通過(guò)文獻(xiàn)閱讀和訪談識(shí)別出影響回購(gòu)總價(jià)的風(fēng)險(xiǎn)因素,并對(duì)所識(shí)別出的因素進(jìn)行問(wèn)卷調(diào)查,獲得各個(gè)風(fēng)險(xiǎn)因素對(duì)于回購(gòu)總價(jià)的影響程度。通過(guò)對(duì)問(wèn)卷數(shù)據(jù)的分析可知,對(duì)回購(gòu)總價(jià)影響程度較顯著的因素可歸結(jié)為以下6個(gè)方面的原因:1)設(shè)計(jì)的準(zhǔn)確性和科學(xué)性不夠;2)工程項(xiàng)目?jī)?nèi)部管理不當(dāng);3)分包商管理不當(dāng);4)業(yè)主要求變化或不充分履行義務(wù);5)政治、經(jīng)濟(jì)、法律等政策的變化;6)不可抗力事件,在此基礎(chǔ)上提出相應(yīng)的風(fēng)險(xiǎn)防范和處理措施。最后,以百泉水生態(tài)修復(fù)工程項(xiàng)目為案例進(jìn)行實(shí)證研究,根據(jù)風(fēng)險(xiǎn)分擔(dān)原則,對(duì)所識(shí)別出的項(xiàng)目風(fēng)險(xiǎn)在項(xiàng)目投資人和項(xiàng)目回購(gòu)人之間進(jìn)行分配,并通過(guò)合同條款的形式體現(xiàn)合同雙方應(yīng)承擔(dān)的風(fēng)險(xiǎn)情況。本研究成果有利于我國(guó)BT項(xiàng)目投資方提高項(xiàng)目風(fēng)險(xiǎn)管理水平,有效控制回購(gòu)總價(jià),保障預(yù)期利潤(rùn)。
[Abstract]:The BT model has been widely used in the construction of non-commercial infrastructure. In this model, the total repurchase price is the core concern of the project investors and the project repellers. In order to effectively control the total repurchase price, it is necessary to identify the risk factors affecting the total repo price and put forward the corresponding risk prevention measures. The literature shows that most of the researches on BT model at home and abroad focus on the main factors that influence the success of the BT model, or how to distribute the risk from the perspective of different stakeholders. And about the repurchase total price this one specific question to do the thorough analysis not much. From the perspective of project life cycle, this study identified the risk factors affecting the total repo price through literature reading and interviews, and conducted a questionnaire survey on the identified factors to obtain the degree of influence of each risk factor on the total repo price. Through the analysis of the questionnaire data, we can see, The factors that have significant influence on the total repurchase price can be attributed to the following six reasons: (1) the design is not accurate and scientific enough; (2) the internal management of the project is improper; (3) the subcontractor is improperly managed; and (4) the owner requests changes or is not sufficient (v) political, Economic, legal and other policy changes; 6) Force majeure events, on the basis of the corresponding risk prevention and treatment measures. Finally, taking the Baiquan Ecological Restoration Project as a case study, according to the principle of risk sharing, the identified project risk is distributed between the project investors and the repurchase person. And through the form of contract terms to reflect the parties to the contract should bear the risk. The research results are helpful to improve the risk management level of BT project investors, effectively control the total repurchase price and guarantee the expected profit.
