【摘要】：隨著老齡化問題的不斷加劇,社會(huì)將面臨巨大的養(yǎng)老壓力。成都市于1992年開始步入老齡化社會(huì),截至2015年底,成都市60歲以上老年人口占全市戶籍人口總數(shù)的21.17%,接近深度老齡化。由于經(jīng)濟(jì)壓力和情感因素,居家養(yǎng)老成為大部分老年人的養(yǎng)老選擇。2015年,成都市政府出臺(tái)《養(yǎng)老服務(wù)業(yè)"加強(qiáng)規(guī)劃引導(dǎo),實(shí)施品牌戰(zhàn)略,帶動(dòng)相關(guān)產(chǎn)業(yè)發(fā)展"的實(shí)施方案》,提出到2020年,成都將形成"9064"養(yǎng)老服務(wù)格局。這意味著將有200多萬老年人要在家里養(yǎng)老,對(duì)居家養(yǎng)老服務(wù)的需求與日俱增。目前,成都市居家養(yǎng)老服務(wù)行業(yè)正處于蓬勃發(fā)展的階段,取得了一定的成果。但是,在實(shí)際調(diào)研中,成都市的大量社區(qū)日間照料中心運(yùn)營困難,許多老年人的居家養(yǎng)老服務(wù)需求無法得到滿足,這顯示出成都市的居家養(yǎng)老服務(wù)供給存在很大的問題。本文從公共服務(wù)的有效供給入手,以公共產(chǎn)品理論、福利多元主義理論和治理理論作為理論基礎(chǔ),運(yùn)用文獻(xiàn)法、訪談法、實(shí)地調(diào)研法和案例分析法,對(duì)成都市居家養(yǎng)老服務(wù)的需求與供給進(jìn)行深入研究。通過對(duì)現(xiàn)有文獻(xiàn)的梳理,可以看出,學(xué)者多以案例分析方法對(duì)某個(gè)社區(qū)日間照料中心的居家養(yǎng)老服務(wù)供給狀況或者某一居家養(yǎng)老服務(wù)供給主體進(jìn)行具體研究,對(duì)一個(gè)城市層面的供給情況研究的比較少。所以,本文從成都市層面,對(duì)居家養(yǎng)老服務(wù)的需求與供給進(jìn)行綜合研究,期望為成都市政府制定居家養(yǎng)老服務(wù)政策提供一定的參考價(jià)值。通過實(shí)地調(diào)研與訪談,本文先對(duì)成都市老年人的人群特點(diǎn)和居家養(yǎng)老服務(wù)需求進(jìn)行了調(diào)查,接著對(duì)成都市居家養(yǎng)老服務(wù)供給的場(chǎng)所、內(nèi)容、方式、人員、價(jià)格等方面進(jìn)行了深入分析。目前,以社會(huì)組織為主的社會(huì)力量已經(jīng)成為成都市最主要的居家養(yǎng)老服務(wù)供應(yīng)力量,一定程度上增強(qiáng)了政府的公共服務(wù)能力,減輕了家庭的負(fù)擔(dān),部分服務(wù)機(jī)構(gòu)的成功經(jīng)驗(yàn)和模式值得總結(jié)和推廣。但是,由于政府部分政策脫離實(shí)際、宣傳不足、監(jiān)管保障體系尚未建立等原因,成都市居家養(yǎng)老服務(wù)供給與實(shí)際需求還是有一定的差距,存在的問題主要包括服務(wù)集中供給場(chǎng)所建設(shè)不完善,照料護(hù)理服務(wù)偏少,服務(wù)提供方式單一,服務(wù)人員缺口大且素質(zhì)不高,老年人購買力差,服務(wù)機(jī)構(gòu)運(yùn)營困難等。最后,結(jié)合成都市老年人對(duì)居家養(yǎng)老服務(wù)的實(shí)際需求,文章提出了相應(yīng)的對(duì)策建議,主要包括加大政府投入,促進(jìn)服務(wù)多樣化提供,加快人才隊(duì)伍建設(shè),廣泛開展宣傳,建立監(jiān)督保障體系等。
[Abstract]:With the aggravation of the aging problem, the society will be faced with enormous pressure for the aged. Chengdu began to enter the aging society on 1992, and until end of 2015, The elderly population over 60 years old in Chengdu accounts for 21.17% of the total household registration population in Chengdu, close to the depth of aging. Due to economic pressure and emotional factors, home pension has become the pension choice for most elderly people. In 2015, Chengdu Municipal Government issued "Enhancement of Planning and guidance, implementation of Brand Strategy, Promotion of Development of related Industries" in the "Endowment Service Industry", which was put forward until 2020. Chengdu will form a "9064" pension service pattern. This means that more than 2 million elderly people will have to support their families at home, and the demand for home care services is increasing day by day. At present, Chengdu's home-based pension service industry is in a period of vigorous development. Some achievements have been made. However, in the actual investigation, a large number of community day care centers in Chengdu are difficult to operate, and many elderly people's needs for home care services cannot be met. This shows that there are great problems in the supply of home pension services in Chengdu. This paper starts with the effective supply of public services, takes the theory of public goods, welfare pluralism and governance as the theoretical basis, and applies the literature method and interview method. Field investigation method and case analysis method, in-depth study on the demand and supply of home pension service in Chengdu. Through combing the existing literature, we can see, Most scholars use the case study method to study the situation of home pension service supply in a community day care center or the main body of home care service supply, but there is little research on the supply situation of a city level. This paper makes a comprehensive study on the demand and supply of home pension service from the angle of Chengdu city, hoping to provide some reference value for Chengdu municipal government to formulate the policy of home pension service. In this paper, the characteristics of the elderly in Chengdu and the demand for family old-age care services are investigated, and then the places, contents, methods, personnel, prices and other aspects of the provision of home old-age care services in Chengdu are analyzed in depth. At present, Social forces dominated by social organizations have become the most important supply of home pension services in Chengdu, to a certain extent, strengthening the public service capacity of the government and lightening the burden on families. The successful experiences and models of some service organizations are worth summing up and popularizing. However, due to the fact that some government policies are divorced from reality, the propaganda is insufficient, and the regulatory and security system has not yet been established, etc. There is still a certain gap between the supply of home pension service and the actual demand in Chengdu. The existing problems mainly include the imperfect construction of centralized service supply, less care and nursing services, and a single mode of service provision. The gap of service personnel is large and the quality is not high, the purchasing power of the elderly is poor, the service organization is difficult to operate and so on. Finally, according to the actual demand of the elderly in Chengdu, the paper puts forward the corresponding countermeasures and suggestions. It mainly includes increasing government investment, promoting the diversification of service, speeding up the construction of talent team, widely spreading propaganda, establishing supervision and security system, and so on.
