【摘要】：社區(qū)是社會治理的基本單元,是國家治理現(xiàn)代化和社會和諧穩(wěn)定的基礎(chǔ)。然而,長期以來,中國的社區(qū)建設(shè)基本沿襲城鄉(xiāng)二元體制,實行不同的建設(shè)政策和治理制度。外來民工租客聚居地是伴隨工業(yè)化城鎮(zhèn)化變遷出現(xiàn)的一種新社會現(xiàn)象,對現(xiàn)行城鄉(xiāng)二元社區(qū)體制提出了挑戰(zhàn)。力邦社區(qū)是一個以外來民工租客為主體的特殊社區(qū),突破了現(xiàn)行二元社區(qū)體制,在實踐中建構(gòu)了一種民營企業(yè)為主導、民工租客為主體、民生服務(wù)為中心的"三民一體"社區(qū)建設(shè)新道路。力邦社區(qū)建設(shè)的實踐表明,社區(qū)形態(tài)和社區(qū)建設(shè)方式可以且勢必在創(chuàng)新中呈現(xiàn)出多元化格局,意味著社區(qū)概念應當更具包容性,社區(qū)制度應當更有靈活性。預示著社會力量將在社區(qū)建設(shè)中扮演重要角色,發(fā)揮重要作用,形成共建共享的社區(qū)建設(shè)新局面。
[Abstract]:Community is the basic unit of social governance and the foundation of modernization of national governance and social harmony and stability. However, for a long time, the construction of communities in China has basically followed the dual system of urban and rural areas. Implementation of different construction policies and governance systems. Migrant workers' tenants' settlements are a new social phenomenon along with the change of industrialization and urbanization. The present dual community system in urban and rural areas is challenged. Libang community is a special community with migrant workers as the main body. It breaks through the current dual community system and constructs a kind of private enterprise as the leading part and migrant workers as the main body in practice. The practice of community construction in Libang shows that the form of community and the way of community construction can and will take on a pluralistic pattern in innovation. It means that the concept of community should be more inclusive and the community system should be more flexible, which indicates that social forces will play an important role in community construction and play an important role, and form a new situation of community building and sharing.
