【摘要】：開放性與陸權(quán)屬性形成俄羅斯地緣特征的不安全性。局部擴(kuò)張和對外制衡,是俄羅斯國家對外目標(biāo)的兩個基本方面。以擴(kuò)張為防御手段,是俄羅斯解決地緣開放性問題的傳統(tǒng)方法。由于俄羅斯處于弱勢大國地位,對外制衡成為其維護(hù)國際均勢、利用均勢機(jī)制維系國家生存與安全的必要手段。俄羅斯與外部世界處于程度較高的安全競爭之中,需要將大量的國內(nèi)資源用于對外事務(wù)。在要素效率落后、經(jīng)濟(jì)資源不足的前提下,要求以集權(quán)式的社會(軍事)動員體制超經(jīng)濟(jì)汲取社會資源,導(dǎo)致用于國內(nèi)發(fā)展的資源受到擠占。加上集權(quán)體制對個人自由與創(chuàng)造性的壓抑,發(fā)展的落后性將長期存在。而發(fā)展的落后性及安全環(huán)境的競爭性,又導(dǎo)致依賴通過局部擴(kuò)張維持或擴(kuò)大國家規(guī)模,以彌補(bǔ)經(jīng)濟(jì)資源的不足,并擴(kuò)大防御縱深;通過對外制衡,維持國際均勢結(jié)構(gòu),以維護(hù)國家生存與安全;通過集權(quán)體制以較高比例汲取社會資源并穩(wěn)定國內(nèi)秩序;從而出現(xiàn)安全邏輯結(jié)構(gòu)的循環(huán)。地緣不安全與對外目標(biāo)的穩(wěn)定性,及其對集權(quán)體制的依賴,導(dǎo)致權(quán)威主義領(lǐng)導(dǎo)下的集體主義和契合對外擴(kuò)張的救世主義思想,因仍具現(xiàn)實(shí)意義與思維慣性,而得以傳承與存續(xù)。為了應(yīng)對地緣不安全而形成的對外目標(biāo)、動員體制、思想觀念,因要素效率落后的傳動機(jī)制,與發(fā)展的落后性形成互為因果、彼此強(qiáng)化的穩(wěn)態(tài)循環(huán),使俄羅斯的安全結(jié)構(gòu)呈現(xiàn)出具有歷史繼承性的演化特征。
[Abstract]:Openness and land ownership form the insecurity of Russia's geographical characteristics. Partial expansion and external checks and balances are two basic aspects of Russia's external objectives. It is a traditional method for Russia to solve the problem of geographical openness. Because Russia is a weak power, foreign checks and balances have become its maintenance of the international balance of power. Russia is in a high degree of security competition with the outside world and needs to devote a large amount of domestic resources to external affairs. Under the premise of insufficient economic resources, a centralized social (military) mobilization system is required to absorb social resources in a super-economic manner, resulting in the crowding of resources for domestic development... combined with the repression of individual freedom and creativity by a centralized system of power, The backwardness of development will persist for a long time. The backwardness of development and the competitiveness of the security environment lead to reliance on maintaining or expanding the size of the country through partial expansion in order to make up for the inadequacy of economic resources and expand the depth of defence; through external checks and balances, Maintaining the structure of international balance of power in order to maintain the survival and security of States; absorbing social resources in a higher proportion and stabilizing domestic order through a centralized system; thus creating a cycle of logical structures of security, geographical insecurity and stability of external objectives, And its reliance on the totalitarian system, which leads to collectivism under the leadership of authoritarianism and to the idea of the savior that fits in with the expansion of the outside world, because it still has practical significance and inertia of thinking, In order to deal with the external objectives of geographical insecurity, mobilization system, ideology, the transmission mechanism of factor efficiency backwardness, and the backwardness of development form cause and effect, strengthen each other's steady cycle. So that Russia's security structure presents a historical inheritance of the characteristics of evolution.
