【摘要】：清朝對(duì)因罪革職發(fā)遣邊疆的犯罪官員,情節(jié)較輕者,準(zhǔn)其捐資贖罪。乾嘉時(shí)期大量遣戍新疆官犯的案例,其規(guī)范的捐贖制度與實(shí)際運(yùn)作,都表明清政府在對(duì)官犯"捐資贖罪"的管理上,已經(jīng)具備了較為成熟的經(jīng)驗(yàn)。而新疆官犯"捐資贖罪",在主觀上為爭(zhēng)取早日釋回的同時(shí),客觀上也為促進(jìn)西北邊防建設(shè)、新疆社會(huì)經(jīng)濟(jì)與文化事業(yè)的繁榮發(fā)展,以及"大一統(tǒng)"下邊疆內(nèi)地的一體化進(jìn)程,作出過不可磨滅的貢獻(xiàn)。
