明朝兩淮余鹽政策淺析

【摘要】: 在近代工商業(yè)興起之前,食鹽在國家的經(jīng)濟(jì)生活中占有十分重要的地位,因此對于歷代鹽業(yè)研究的重要性不言而喻。本文即是在對有關(guān)余鹽的史料搜集整理的基礎(chǔ)上,以兩淮作為一個(gè)特定的考察對象,試圖對明朝兩淮余鹽政策的嬗變作一個(gè)較為全面的研究,希望可以起到拋磚引玉的作用,引起大家對這一問題的關(guān)注。 本文首先介紹了明朝兩淮鹽區(qū)的基本情況,包括兩淮鹽區(qū)在全國所有鹽區(qū)中所占的重要地位、鹽政機(jī)構(gòu)的設(shè)置、灶戶的情況。此外,對以開中法為主的鹽政運(yùn)行運(yùn)行狀況也作了簡單介紹。在對兩淮鹽區(qū)及鹽政運(yùn)行狀況有所了解的基礎(chǔ)上,開始進(jìn)入對余鹽政策的探究。文章的核心部分即是對整個(gè)明朝余鹽政策嬗變過程進(jìn)行梳理,根據(jù)相關(guān)史料的記載,經(jīng)過整理歸納,我們將明朝余鹽政策劃分為官收余鹽、商收余鹽以及官收和商收相結(jié)合三個(gè)大階段,并且對于每個(gè)階段余鹽政策的推行時(shí)間,政策運(yùn)行的情況、政策的利弊、政府采取哪些補(bǔ)救措施以及政策最終如何嬗變等等都做了詳細(xì)的介紹。 最后,從政治、經(jīng)濟(jì)兩方面對兩淮余鹽政策嬗變進(jìn)行評價(jià)。首先,明朝前期的吏治十分嚴(yán)苛,但是到了中后期則逐漸變得比較寬松,這種變化對于余鹽政策的嬗變也產(chǎn)生了重要的影響。其次,明朝余鹽政策的嬗變也與明政府一直推行竭澤而漁的經(jīng)濟(jì)政策有很大的關(guān)系。
[Abstract]:Before the rise of the modern industry and commerce, the salt plays an important role in the economic life of the country, so the importance of the study of salt industry in the past dynasties is self-evident. In this paper, on the basis of the collection and arrangement of the historical materials of the remaining salt, the paper attempts to make a more comprehensive study on the evolution of the surplus salt policy in the Ming Dynasty. This paper first introduces the basic situation of the two-huai salt area in the Ming Dynasty, including the important position of the two-huai salt area in all the salt areas in the whole country, the setting of the salt-administration mechanism and the cooking range. In addition, the operation and operation of the salt and government, which is the main part of the Sino-French policy, have also been made A brief introduction. On the basis of understanding of the health of the two-huai salt area and the salt and government, we have started to enter the policy of over-salt. The core part of the article is to sort out the process of the whole Ming Yu's salt policy. According to the records of the relevant historical materials, we divide the Ming Yu's salt policy into three parts, namely, the surplus salt, the salt and the salt, and the combination of official and commercial receipt.
