【摘要】：顧維鈞于1915年8月赴美并在其后被任命為駐美公使一職,是袁政府在帝制運(yùn)動(dòng)期間于外交上的一項(xiàng)重大人事安排。這既與袁政府在此時(shí)期聯(lián)合英、美、俄以抵制日本的整體外交策略有關(guān),也與袁政府有意引導(dǎo)美國(guó)有關(guān)帝制輿論及吸引美國(guó)投資和借款的具體需要有關(guān)。顧維鈞赴美后,在引導(dǎo)美國(guó)有關(guān)中國(guó)帝制輿論、鞏固中美邦交及聯(lián)絡(luò)美國(guó)商界方面都頗為盡力,并得到了美國(guó)方面的積極響應(yīng),雖因時(shí)局發(fā)展未能挽救袁政府覆亡的命運(yùn),卻也給予了一定支持。顧在公開(kāi)場(chǎng)合完全避免談及帝制運(yùn)動(dòng)。他對(duì)袁政府的支持,大概可以從他對(duì)過(guò)去幾年袁政府所取得成績(jī)的肯定、期望中國(guó)在袁政府的領(lǐng)導(dǎo)下能進(jìn)一步統(tǒng)一和強(qiáng)盛以及袁世凱對(duì)他本人的信任和重視等方面去考慮。帝制運(yùn)動(dòng)期間顧維鈞對(duì)帝制運(yùn)動(dòng)的態(tài)度及其在美外交活動(dòng),反映了此一時(shí)期政界人士面對(duì)帝制問(wèn)題時(shí)的復(fù)雜面向。
[Abstract]:Gu Weijun went to the United States in August 1915 and was subsequently appointed minister to the United States, which was a major diplomatic personnel arrangement for the Yuan government during the imperial movement.This is not only related to the Yuan government's alliance with Britain, the United States, Russia and Japan in this period, but also to the specific needs of Yuan's government to guide the United States' imperial public opinion and attract American investment and borrowing.After his visit to the United States, Gu Weijun did his best to guide US public opinion on China's imperial system, consolidate Sino-US diplomatic relations and liaise with the US business community, and received a positive response from the United States, although the fate of Yuan's government was not saved because of developments in the current situation.But also gave certain support.Gu completely avoided talking about the imperial movement in public.His support for the Yuan government can probably be considered from his affirmation of the achievements made by the Yuan government in the past few years, and his expectation that China will be further unified and prosperous under the leadership of the Yuan government and Yuan Shikai's trust and attention to him.Gu Weijun's attitude to the imperial movement and his diplomatic activities in the United States during the imperial movement reflected the complicated face of the politicians facing the monarchy problem during this period.
