【摘要】：巡察御史是雍正朝極具特色的監(jiān)察官員,其巡視地方、以非制度化的權(quán)力介入地方政治,并廣泛參與到世宗推行的新政改革中。制度規(guī)定的缺乏一方面使巡察御史在行政中具有靈活性,對(duì)改良地方積弊深有裨益;另一方面則導(dǎo)致職事、權(quán)力與官位三者的分裂,使巡察御史成為制度之贅余,終致停廢。本文梳理巡察御史的制度淵源與設(shè)立始末,檢視其介入地方政治并實(shí)現(xiàn)職權(quán)延伸的實(shí)態(tài),考察其廢置的深層制度原因。巡察御史的興廢一方面與雍正朝政治走向相關(guān),另一方面又可對(duì)省思清代制度設(shè)計(jì)與實(shí)踐有所啟示。
[Abstract]:The inspection of the imperial history is a special supervisory official in Yongzheng Dynasty. It inspects the local government, intervenes in the local politics with non-institutionalized power, and extensively participates in the New deal reform carried out by Shizong. On the one hand, the lack of system provisions makes the inspection of the imperial history flexible in administration, which is beneficial to the improvement of the local administration; on the other hand, it leads to the division of the duties, powers and official positions, which makes the inspection and inspection of the imperial history a burden to the system and eventually ends in abolition. This paper combs the institutional origin and establishment of the imperial history, examines the actual state of its involvement in local politics and the extension of its authority, and examines the deep institutional reasons for its nullification. On the one hand, it is related to the political trend of Yongzheng Dynasty, on the other hand, it can enlighten the system design and practice of Qing Dynasty.
