【摘要】：戶籍制度對中國勞動力市場發(fā)展和收入分配有著重大影響。文章對戶籍制度影響要素收入分配的機(jī)制進(jìn)行了理論分析,該制度安排會通過對農(nóng)村轉(zhuǎn)移勞動力工資的戶籍歧視降低勞動收入份額,同時也會通過阻礙勞動力的轉(zhuǎn)移減緩勞動收入份額下降。鑒于勞動力轉(zhuǎn)移對戶籍制度變動的彈性在不同階段存在差異,戶籍制度對要素收入分配的影響也存在階段性差異。文章利用1997~2012年中國省級面板數(shù)據(jù),研究了戶籍制度影響要素收入分配的實際效應(yīng)。結(jié)果發(fā)現(xiàn),在農(nóng)村勞動力轉(zhuǎn)移前期,戶籍制度寬松程度的提高會導(dǎo)致勞動收入份額更大幅度的下降,但在轉(zhuǎn)移后期,戶籍制度寬松程度的提高則有助于提升勞動收入份額,因為在轉(zhuǎn)移后期戶籍制度的工資效應(yīng)將大于轉(zhuǎn)移效應(yīng)。文章認(rèn)為,當(dāng)前的戶籍制度改革適逢其時,改革在促進(jìn)農(nóng)村勞動力轉(zhuǎn)移的同時,也將有助于要素收入分配格局的改善。
[Abstract]:The household registration system has a great influence on the development of labor market and income distribution in China. The system will reduce the share of labor income by discriminating against the household registration of rural migrant workers' wages. At the same time, it will also slow down the decline in the share of labor income by blocking the transfer of labor. Given that the flexibility of labor transfer to changes in the household registration system varies at different stages, Based on the provincial panel data of China from 1997 to 2012, this paper studies the actual effect of household registration system on the distribution of factor income. The results show that in the early stage of rural labor force transfer, the effect of household registration system on the distribution of factor income is studied. The increase of the degree of the household registration system will lead to a greater decline in the share of labor income, but in the later stage of the transfer, the increase of the degree of the household registration system will help to increase the share of labor income. Because the wage effect of the household registration system will be greater than the transfer effect in the later stage of the transfer, the paper holds that the current household registration system reform is timely, and the reform will help to improve the distribution pattern of factor income while promoting the transfer of rural labor force.
