【摘要】：改革開放以來，隨著我國經濟體制的轉變，，經濟發(fā)展的速度隨著加快，社會矛盾逐漸凸顯，新問題、新矛盾不斷增多，導致了大量群體性事件的發(fā)生。問題大多都集中在各種群體性事件及突發(fā)事件的發(fā)生和處置上，群體性事件的發(fā)生不但是影響民生和國家穩(wěn)定的重要問題，同時更是保障社會經濟健康持續(xù)發(fā)展的關鍵問題。另外，群體性事件在其特性上有著相當大的突發(fā)性、不確定性及反復性，一旦發(fā)生無論是對政府的公共決策還是對公眾百姓的日常生活都帶來了很大的影響。為此我們應該深入分析、重點研究群體性事件的產生及發(fā)生經過，本課題在剖析群體性事件的產生發(fā)展以及經歷過程的環(huán)節(jié)中研究其背后的深層原因，并通過該課題研究尋找到能夠真正解決和制約群體性事件的頻發(fā)，將其扼殺在萌芽階段，為社會和諧發(fā)展出份薄力。 本文分為三部分，第一部分是將群體性事件進行概念闡述的定義劃分，通過特有的角度將群體性事件分類為社會維權事件、社會泄憤事件和網絡輿論事件。第二部分是從群體性事件的發(fā)生原因入手，深入分析了群體性事件在政治方面、經濟方面和社會方面的發(fā)生原因，并且以甕安事件為例對這起影響巨大的群體性事件重新審視，查找其中的不足之處。同時還根據(jù)特定人群的實證調查，進一步明確了群體性事件在微觀角度的發(fā)生機制。第三部分是根據(jù)前文所分析的原因來制定相應的對策，試圖用高效和精簡的歸納來囊括解決和預防群體性事件的良策，預防和解決群體性事件的主要對策有加強民主建設，提升民眾政治權利、全面并均衡的發(fā)揮政府效能、加強民意調查，建立民眾情緒監(jiān)測機制、加強網絡社會管理，做好媒體輿論引導等。第三部分最后，筆者以自身所在工作崗位的角度出發(fā)，闡述了基層執(zhí)法者在預防和處置群體性事件中可以采取的一些方法。 群體性事件是社會矛盾發(fā)展到一定階段的產物，它嚴重影響了社會的穩(wěn)定，擾亂了社會秩序，甚至阻礙社會政治經濟的發(fā)展。因此，在群體性事件高發(fā)的今天，分析我國當前群體性事件的發(fā)生原因及其特征，加強群體性事件的預防機制建設，做到防患于未然，采取正確的對策與策略，盡量減少群體性事件造成的危害，提高各級部門防范和應對群體性事件的能力，加強和諧社會的建設，具有重要而深刻的意義。
[Abstract]:Since the reform and opening up, with the transformation of China's economic system, the pace of economic development has accelerated, social contradictions have gradually become prominent, new problems and new contradictions have been increasing. Has led to a large number of mass incidents. Most of the problems are concentrated on the occurrence and disposal of various group incidents and emergencies. The occurrence of group incidents is not only an important issue affecting people's livelihood and national stability. At the same time, it is also a key issue to ensure the healthy and sustainable development of the social economy. In addition, group incidents have a considerable degree of surprise, uncertainty and repetition in their characteristics. Once it happens, it has a great impact on both the government's public decision-making and the daily life of the public. Therefore, we should make a thorough analysis and focus on the generation and occurrence of mass incidents. This topic studies the deep reasons behind the emergence and development of mass events and the process of their development, and through the research of this topic, we find out that the frequent occurrence of group events can be really solved and restricted, and nip them in the embryonic stage. For the social harmony and development of a small force. This paper is divided into three parts. The first part is to define and divide group events into social rights protection events. The second part is to analyze the causes of mass incidents in political, economic and social aspects, starting with the causes of mass incidents. And take the Weng'an incident as an example to re-examine the group incident that has a huge impact on it, to find out the shortcomings of it. At the same time, according to the empirical investigation of a specific group of people, The third part is to draw up the corresponding countermeasures according to the reasons analyzed above, and try to use efficient and concise induction to include the good strategies to solve and prevent group incidents. The main countermeasures to prevent and solve mass incidents are to strengthen democratic construction, enhance people's political rights, give full play to government efficiency, strengthen public opinion survey, set up public sentiment monitoring mechanism, and strengthen network social management. In the third part, the author, from the angle of his own work position, expounds some methods that can be taken by law enforcement in preventing and dealing with mass incidents. Mass events are the products of social contradictions that have developed to a certain stage, which seriously affect social stability, disturb social order and even hinder the development of social political economy. This paper analyzes on the causes and characteristics of current mass events in China, strengthens the construction of prevention mechanism of group incidents, takes correct countermeasures and strategies, and tries to reduce the harm caused by group events. It is of great significance to improve the ability of all departments to prevent and deal with group incidents and to strengthen the construction of harmonious society.
