【摘要】：我國經(jīng)濟(jì)社會發(fā)展一直以來呈現(xiàn)城鄉(xiāng)二元化特征。城鄉(xiāng)二元化不僅表現(xiàn)在城鄉(xiāng)經(jīng)濟(jì)發(fā)展水平的巨大差距上,也體現(xiàn)在城鄉(xiāng)社會保障、公共服務(wù)體系等方面。當(dāng)前,我國已進(jìn)入經(jīng)濟(jì)社會發(fā)展轉(zhuǎn)型的關(guān)鍵時期。伴隨人口老齡化、經(jīng)濟(jì)發(fā)展轉(zhuǎn)型的巨大壓力,城鄉(xiāng)二元問題愈來愈來成為中國經(jīng)濟(jì)社會發(fā)展的制約因素。我國基本醫(yī)療保障制度也呈現(xiàn)典型的城鄉(xiāng)二元化以及碎片化特征,這種二元分割和碎片化的制度越來越不適應(yīng)公平性、可流動性、可持續(xù)性的發(fā)展要求。因此,積極探索基本醫(yī)療保障的城鄉(xiāng)一體化,推動基本醫(yī)療保障制度整合,實現(xiàn)全民醫(yī)保,具有促進(jìn)居民基本醫(yī)療衛(wèi)生公共服務(wù)均等化、推動城鄉(xiāng)一體化發(fā)展的理論與現(xiàn)實意義。 本文以實現(xiàn)基本醫(yī)療保障城鄉(xiāng)一體化對策為研究主題,首先,探討研究背景及意義,歸納總結(jié)國內(nèi)外學(xué)者關(guān)于基本醫(yī)療保障城鄉(xiāng)統(tǒng)籌的研究成果；然后,在對基本醫(yī)療保障城鄉(xiāng)一體化相關(guān)概念進(jìn)行界定與理論分析的基礎(chǔ)上,重點了分析現(xiàn)行基本醫(yī)療保障制度存在的問題,并對國外基本醫(yī)療保障制度建設(shè)進(jìn)行經(jīng)驗總結(jié)；最后,提出基本醫(yī)療保障城鄉(xiāng)一體化的實現(xiàn)對策。
[Abstract]:China's economic and social development has been showing a dual urban and rural characteristics. The dualization of urban and rural areas is not only reflected in the huge gap between urban and rural economic development level, but also in urban and rural social security, public service system and so on. At present, our country has entered the key period of economic and social development transformation. With the aging of population and the great pressure of economic development transformation, urban-rural dual problem has become the constraint factor of China's economic and social development. The basic medical security system of our country also presents the typical urban-rural dualization and fragmentation characteristics. This dualistic and fragmented system is more and more unsuitable for the development requirements of fairness, mobility and sustainability. Therefore, to actively explore the urban-rural integration of basic medical security, to promote the integration of basic medical security systems, and to achieve universal health insurance, will promote the equalization of the basic medical and health public services of residents. Promote the development of urban and rural integration of the theoretical and practical significance. In this paper, the realization of the basic medical security urban-rural integration countermeasures as the research theme, first of all, explore the research background and significance, summarize the domestic and foreign scholars on the basic medical security urban-rural integration research results; then, Based on the definition and theoretical analysis of the concept of urban-rural integration of basic medical security, this paper focuses on the analysis of the problems existing in the current basic medical security system, and summarizes the experience of the construction of the basic medical security system in foreign countries. Put forward the realization countermeasure of urban and rural integration of basic medical security.
