【摘要】：C公司作為國有大型航空制造企業(yè)的典型代表,具有多法人、多層級的組織結構和多功能、多元化經(jīng)營的特點,公司涉及的風險種類眾多,涵蓋了 11大類、71小類風險,尤其是在戰(zhàn)略制定、對外投資、生產(chǎn)經(jīng)營、供應商管理等方面存在極大風險。隨著經(jīng)濟全球化和信息化的高速發(fā)展,C公司所處行業(yè)不再僅僅局限于計劃經(jīng)濟模式,其與外部市場產(chǎn)品的競爭日趨激烈,在市場中遇到的不確定性因素日益增多,公司生存與發(fā)展所面臨的環(huán)境發(fā)生了極大的變化。因此,有效防范和化解風險已成為公司當前最為關切的問題之一,如何通過構建風險管理制度框架、風險管理工作流程機制,形成有效的、適應公司生產(chǎn)經(jīng)營及價值增長的風險管理體系,從而系統(tǒng)防范、有效控制生產(chǎn)經(jīng)營等過程中的風險,保持企業(yè)持續(xù)強大的行業(yè)競爭力,成為公司高度重視和需要切實加強的重要工作。同時,根據(jù)國務院國有資產(chǎn)監(jiān)督管理委員會編制的《中央企業(yè)全面風險管理指引》要求,C公司在內(nèi)外因素的共同促使下,積極協(xié)調(diào)人力、物力、財力,與中介機構共同開展、推進全面風險管理項目,建立了適應公司特點的風險管理體系。本文采用理論與實際研究相結合的方法,以C公司作為國有大型航空制造企業(yè)研究案例,對C公司風險管理體系中的制度、組織機構等保障體系與報告、考核等運行體系實際情況進行分析研究探索,通過實踐與分析,從不同的角度發(fā)現(xiàn)C公司風險管理體系中存在的不足,提出改進建議,并積極促成C公司風險管理體系的完善。尤其是在風險管理運行體系方面,提出了優(yōu)化風險監(jiān)控指標、建立風險管理信息化系統(tǒng)等建議,并具體地提出了建立突發(fā)重大風險事件應急應對方案及風險管理考核機制的設置方案,突發(fā)重大風險事件應急應對方案已于近期在C公司正式應用。
[Abstract]:Company C, as a typical representative of large state-owned aviation manufacturing enterprises, has the characteristics of multi-legal person, multi-level organization structure and multi-function, diversified operation. The company involves many kinds of risks, covering 11 categories and 71 kinds of risks. Especially in the strategy-making, foreign investment, production and management, supplier management and other aspects of great risk. With the rapid development of economic globalization and information technology, the industry of C Company is no longer confined to the planned economy mode only. The competition between the company and the products in the external market is becoming more and more intense, and the uncertain factors encountered in the market are increasing day by day. The environment faced by the company's survival and development has undergone great changes. Therefore, how to effectively prevent and resolve risks has become one of the most concerned issues, how to build a risk management system framework, risk management workflow mechanism to form an effective, Adapt to the risk management system of the company's production management and value growth, so as to systematically prevent and effectively control the risks in the process of production and operation, and maintain the continuous and strong industry competitiveness of the enterprise. Become the company attaches great importance to and need to strengthen the important work. At the same time, according to the "Comprehensive risk Management guidelines for Central Enterprises" compiled by the State-owned assets Supervision and Administration Commission of the State Council, Company C should actively coordinate manpower, material and financial resources with intermediary organizations under the joint promotion of internal and external factors. To promote the overall risk management project, set up a risk management system adapted to the characteristics of the company. This paper adopts the method of combining theory and practice, takes C Company as the case of large state-owned aviation manufacturing enterprise, and reports on the system, organization and organization of the risk management system of C Company. Through practice and analysis, this paper finds out the shortcomings of risk management system in C Company from different angles, puts forward some suggestions for improvement, and actively promotes the improvement of risk management system in C Company. Especially in the aspect of risk management operation system, some suggestions are put forward, such as optimizing risk monitoring index, establishing risk management information system, etc. It also puts forward the plan of setting up the emergency response scheme and the assessment mechanism of risk management, which has been formally applied in C Company recently.
