【摘要】：隨著國際局勢的發(fā)展和演變,傳統(tǒng)的外交手段已經(jīng)走向末路,應(yīng)運(yùn)而生的公共外交展開新時(shí)代的篇章。非政府組織以其靈活、國際化的身段活躍于新公共外交的舞臺(tái),在當(dāng)前政治格局下,對本國和本地區(qū)的政治、經(jīng)濟(jì)、民生等多個(gè)方面的拓展起到了積極的促進(jìn)作用。本文選取慈濟(jì)基金會(huì)這一非政府組織為研究對象,這一創(chuàng)建于臺(tái)灣的佛教慈善團(tuán)體,在近半個(gè)世紀(jì)的時(shí)間里,發(fā)展成為了橫跨社會(huì)服務(wù)、醫(yī)療救助、媒體傳播、教育科技、環(huán)境保護(hù)等領(lǐng)域的國際宗教非政府組織。從最初的“財(cái)克難、人克難、事克難”,到今天遍行于海內(nèi)外的“長期照顧、持續(xù)陪伴”,四十九年來,慈濟(jì)基金會(huì)以借用場地成立的“慈濟(jì)功德會(huì)附設(shè)貧民施醫(yī)義診所”為開端,一步步走入貧困暗角,傾聽世間病苦呼聲,同時(shí)完成了送髓、捐助醫(yī)院病房及愛幼中心、建大愛屋、水窖抗旱工程、助學(xué)金援助行動(dòng)及急難救助、大型物資發(fā)放和冬令發(fā)放等援助項(xiàng)目。作為一個(gè)宗教非政府組織,慈濟(jì)基金會(huì)堅(jiān)守大愛理念,在世界各地不斷擴(kuò)大自身的影響力,為其他非政府組織起到引導(dǎo)和帶頭模范的作用。與此同時(shí),慈濟(jì)基金會(huì)顯著發(fā)揮了其公共外交的職能,為臺(tái)灣地區(qū)國際影響及國際地位的提升做出了貢獻(xiàn)。
[Abstract]:With the development and evolution of the international situation, the traditional diplomatic means have come to the end, and public diplomacy has emerged as the beginning of a new era. Non-governmental organizations are active in the stage of new public diplomacy with their flexible and internationalized status. Under the current political situation, non-governmental organizations have played a positive role in promoting the development of politics, economy, people's livelihood and other aspects of our country and the region. This paper selects the Tzu Chi Foundation, a non-governmental organization, which was founded in Taiwan as a Buddhist charity, to develop over the past half century into social services, medical aid, media communication, and educational technology. International religious NGOs in areas such as environmental protection. From the original "financial difficulties, people difficult, difficult things" to today's "long-term care, continuous company" at home and abroad, 49 years, The Tzu Chi Foundation started with the "Tzu Chi Meritorious Society", which was set up on a borrowed site, set up a clinic for the poor, step by step into the dark corner of poverty, listen to the cry of the world's illness, and at the same time completed the delivery of marrow, donated hospital wards and child-friendly centers, and built a big love house. Cellar drought-resistant projects, grant aid operations and emergency relief, large-scale supplies and winter grants and other aid projects. As a religious NGO, Tzu Chi Foundation adheres to the concept of love, expanding its influence around the world and serving as a guide and a model for other NGOs. At the same time, Tzu Chi Foundation has played a significant role in public diplomacy, contributing to the international influence and international status of Taiwan.
