【摘要】：海洋生物產(chǎn)業(yè)作為戰(zhàn)略性新興產(chǎn)業(yè)，發(fā)展勢(shì)頭強(qiáng)勁，短短十多年的時(shí)間迅速崛起。地方政府在海洋生物產(chǎn)業(yè)發(fā)展的過(guò)程中，應(yīng)在充分發(fā)揮市場(chǎng)在資源配置下的決定作用的前提下，尊重產(chǎn)業(yè)發(fā)展規(guī)律和市場(chǎng)規(guī)律，合理界定政府職能，規(guī)范政府行為，通過(guò)產(chǎn)業(yè)規(guī)劃引領(lǐng)、基礎(chǔ)設(shè)施配套、產(chǎn)業(yè)品牌打造、金融資金充實(shí)、科研力量加強(qiáng)等方式，，對(duì)海洋生物產(chǎn)業(yè)進(jìn)行調(diào)控、指導(dǎo)、規(guī)范、協(xié)調(diào)、服務(wù)，積極引導(dǎo)和規(guī)范企業(yè)的經(jīng)營(yíng)行為，激發(fā)企業(yè)活力，在政府組織、企業(yè)推動(dòng)、社會(huì)參與的力量下，實(shí)現(xiàn)產(chǎn)業(yè)發(fā)展的最優(yōu)化。在社會(huì)主義初級(jí)階段，特別是我國(guó)正處于全面深化改革、產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的關(guān)鍵時(shí)期，海洋生物這一戰(zhàn)略性新興產(chǎn)業(yè)在促進(jìn)國(guó)民經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步中具有顯著的戰(zhàn)略地位和不可替代的作用。作為地方政府主導(dǎo)的產(chǎn)業(yè)發(fā)展模式，是政府彌補(bǔ)市場(chǎng)缺陷的重要手段，在海洋生物產(chǎn)業(yè)發(fā)展起步階段的重要手段。 本文全面闡述了政府主導(dǎo)的海洋生物產(chǎn)業(yè)的基本概念，分析了大豐海洋生物產(chǎn)業(yè)發(fā)展的機(jī)遇、現(xiàn)狀、面臨的困境等需要政府主導(dǎo)的現(xiàn)實(shí)狀況，剖析了政府主導(dǎo)的海洋生物產(chǎn)業(yè)發(fā)展中存在的政府行為失范、產(chǎn)業(yè)發(fā)展動(dòng)力不足、基礎(chǔ)設(shè)施不配套等問(wèn)題，提出了完善政府主導(dǎo)海洋生物產(chǎn)業(yè)發(fā)展戰(zhàn)略的路徑思考，給予了有針對(duì)性、可操作的建議，為地方領(lǐng)導(dǎo)科學(xué)決策和地方政府更好地發(fā)揮管理職能提供政策依據(jù)，為海洋生物產(chǎn)業(yè)發(fā)展研究提供一定的實(shí)踐依據(jù)。
[Abstract]:Marine biological industry as a strategic emerging industry, the momentum of development is strong, a short period of more than a decade of rapid rise. Local governments in the process of marine biological industry development. Under the premise of giving full play to the decisive role of the market under the allocation of resources, we should respect the law of industrial development and the law of the market, reasonably define the government function, standardize the government behavior, guide through the industrial planning, and support the infrastructure. Industrial brand building, financial capital enrichment, scientific research and other ways to regulate, guide, standardize, coordinate, service, actively guide and standardize the business behavior of enterprises, stimulate the vitality of enterprises. Under the forces of government organization, enterprise promotion and social participation, the optimization of industrial development is realized. In the primary stage of socialism, especially in our country, we are in the critical period of comprehensive deepening reform and industrial transformation and upgrading. Marine life, a strategic emerging industry, plays a significant strategic and irreplaceable role in promoting the development of national economy and social progress. It is an important means for the government to make up for the market defects, and an important means in the initial stage of the development of marine life industry. This paper comprehensively expounds the basic concept of government-led marine biological industry, and analyzes the opportunity, present situation and predicament of the development of marine biological industry in Dafeng. This paper analyzes the problems in the development of government-led marine biological industry, such as the government behavior is out of order, the industrial development power is insufficient, and the infrastructure is not matched. This paper puts forward the path thinking of perfecting the development strategy of government-led marine biological industry, and gives targeted and operable suggestions, which provides the policy basis for local leaders to make scientific decisions and for local governments to better play their management functions. It provides some practical basis for the research of marine biological industry development.
