【摘要】：黑龍江是農(nóng)業(yè)大省,是國家的重要商品糧基地,為新中國成立以來保障國家的糧食安全和現(xiàn)代化建設(shè)做出了巨大貢獻(xiàn)。但是,在農(nóng)業(yè)發(fā)展取得巨大成就的同時(shí),黑龍江在生態(tài)、資源、環(huán)境等方面也付出了沉重代價(jià)。這種靠拼農(nóng)業(yè)資源和擴(kuò)大外延的掠奪式開發(fā)與利用來發(fā)展農(nóng)業(yè)的做法,使維持農(nóng)業(yè)可持續(xù)發(fā)展的諸要素全面退化。 發(fā)展觀是對社會發(fā)展客觀規(guī)律的認(rèn)識與把握,也是對社會發(fā)展問題的根本觀點(diǎn)和總的看法。黨的十六屆三中全會提出了在推進(jìn)社會主義現(xiàn)代化建設(shè)的進(jìn)程中,在全面建設(shè)小康社會的新階段,要樹立堅(jiān)持以人為本、全面協(xié)調(diào)可持續(xù)的科學(xué)發(fā)展觀。科學(xué)發(fā)展觀的提出,為黑龍江農(nóng)業(yè)的可持續(xù)發(fā)展賦予了新的時(shí)代內(nèi)涵,也指明了科學(xué)發(fā)展的正確方向。著眼于此,本文以科學(xué)發(fā)展觀為切入點(diǎn),以黑龍江農(nóng)業(yè)可持續(xù)發(fā)展為對象進(jìn)行了探索性研究。 本文主要分為以下幾個(gè)部分： 第一部分,科學(xué)發(fā)展觀與黑龍江農(nóng)業(yè)可持續(xù)發(fā)展的相關(guān)概述。在對科學(xué)發(fā)展觀與農(nóng)業(yè)可持續(xù)發(fā)展的內(nèi)涵、特征概述的基礎(chǔ)上,總結(jié)了改革開放以來黑龍江農(nóng)業(yè)發(fā)展取得的豐碩成果及黑龍江農(nóng)業(yè)產(chǎn)業(yè)發(fā)展所具備的優(yōu)勢,更分析了科學(xué)發(fā)展觀與黑龍江農(nóng)業(yè)可持續(xù)發(fā)展的內(nèi)在關(guān)聯(lián),科學(xué)發(fā)展觀為黑龍江農(nóng)業(yè)的可持續(xù)發(fā)展指明了新的發(fā)展方向,黑龍江農(nóng)業(yè)的可持續(xù)發(fā)展是貫徹落實(shí)科學(xué)發(fā)展觀的重要體現(xiàn)。 第二部分,對于影響當(dāng)前實(shí)現(xiàn)黑龍江農(nóng)業(yè)可持續(xù)發(fā)展的制約因素進(jìn)行深入分析。主要從發(fā)展觀念、管理體制、法規(guī)體系、生態(tài)資源保護(hù)、資金支持體系、農(nóng)業(yè)科技發(fā)展、農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè)、農(nóng)業(yè)人口素質(zhì)等幾個(gè)方面詳細(xì)分析了黑龍江農(nóng)業(yè)可持續(xù)發(fā)展的制約因素。 第三部分,對科學(xué)發(fā)展觀指導(dǎo)下的黑龍江農(nóng)業(yè)可持續(xù)發(fā)展提出相應(yīng)對策和建議。主要包括明確黑龍江農(nóng)業(yè)發(fā)展的目標(biāo)定位、健全黑龍江農(nóng)業(yè)可持續(xù)發(fā)展體制機(jī)制、提升黑龍江農(nóng)業(yè)發(fā)展的核心競爭能力和強(qiáng)化黑龍江農(nóng)業(yè)發(fā)展的政府支持力度。
[Abstract]:Heilongjiang is a big agricultural province and an important commodity grain base of our country. It has made great contributions to the national food security and modernization since the founding of New China. However, while agricultural development has made great achievements, Heilongjiang has also paid a heavy price in ecology, resources and environment. This practice of developing agriculture by combining agricultural resources and expanding the predatory exploitation and utilization of extension makes the elements of maintaining sustainable development of agriculture degenerate in an all-round way. The concept of development is not only the understanding and grasp of the objective law of social development, but also the fundamental point of view and general view on the problem of social development. The third Plenary session of the 16th CPC Central Committee proposed that in the process of promoting socialist modernization and in the new stage of building a well-off society in an all-round way, it is necessary to establish a scientific concept of development that adheres to the principle of "people-oriented" and comprehensively coordinated and sustainable. The concept of scientific development has given new connotation to the sustainable development of Heilongjiang agriculture and pointed out the correct direction of scientific development. In view of this, this article takes the scientific development view as the breakthrough point, takes the Heilongjiang agricultural sustainable development as the object to carry on the exploratory research. This paper is divided into the following parts: The first part, the scientific development concept and Heilongjiang agricultural sustainable development related overview. On the basis of summarizing the connotation and characteristics of scientific development concept and agricultural sustainable development, this paper summarizes the fruitful achievements of Heilongjiang agricultural development since the reform and opening up and the advantages of Heilongjiang agricultural industry development. It also analyzes the internal relation between the scientific development concept and the sustainable development of Heilongjiang agriculture. The scientific concept of development indicates a new development direction for the sustainable development of Heilongjiang agriculture. The sustainable development of Heilongjiang agriculture is the important embodiment of carrying out the scientific development view. In the second part, the author deeply analyzes the restrictive factors that affect the sustainable development of Heilongjiang agriculture. Mainly from the development concept, the management system, the law system, the ecological resources protection, the fund support system, the agricultural science and technology development, the agricultural infrastructure construction, The factors restricting the sustainable development of agriculture in Heilongjiang are analyzed in detail in several aspects, such as the quality of agricultural population. The third part, put forward the corresponding countermeasure and suggestion to Heilongjiang agricultural sustainable development under the guidance of scientific development view. It mainly includes clarifying the target orientation of Heilongjiang agricultural development, perfecting the system mechanism of Heilongjiang agricultural sustainable development, promoting the core competitive ability of Heilongjiang agricultural development and strengthening the government support for Heilongjiang agricultural development.
