【摘要】：19世紀(jì)末20世紀(jì)初,俄國社會(huì)處于現(xiàn)代化轉(zhuǎn)型的重要時(shí)期,維特改革的各項(xiàng)措施在俄國社會(huì)中產(chǎn)生了深遠(yuǎn)影響,推動(dòng)了俄國的現(xiàn)代化進(jìn)程。本文主要分為四部分,從現(xiàn)代化發(fā)展的角度對(duì)維特改革進(jìn)行全面的闡述和分析。第一部分介紹了維特改革的歷史背景。從對(duì)歷史發(fā)展進(jìn)程的研究中,尋求俄國現(xiàn)代化的一些基本特點(diǎn)。俄國實(shí)質(zhì)上的現(xiàn)代化從彼得大帝時(shí)代就已開始,隨后歷經(jīng)葉卡捷琳娜二世和亞歷山大二世改革有了較為明顯的發(fā)展。在此過程之中,顯現(xiàn)出資本主義經(jīng)濟(jì)發(fā)展與封建統(tǒng)治下農(nóng)奴制的深刻矛盾,俄國社會(huì)危機(jī)加深,使得改革成為歷史發(fā)展的必然。同時(shí),西方思想的傳入也起到了催化劑的作用。第二部分著重于維特的經(jīng)濟(jì)改革。維特的經(jīng)濟(jì)改革涉及俄國經(jīng)濟(jì)生活的各個(gè)領(lǐng)域。改革中國營經(jīng)濟(jì),尤其是鐵路事業(yè)的發(fā)展,引起了很大反響。大量財(cái)政收入和外國資金用于鐵路建設(shè)。舉世聞名的西伯利亞大鐵路在維特的主持下完成,成為其最耀眼的成就。同時(shí)在財(cái)政領(lǐng)域也采取了各項(xiàng)改革措施。實(shí)行關(guān)稅保護(hù)、引進(jìn)外資和改行金本位制等,穩(wěn)定了俄國經(jīng)濟(jì)。維特也意識(shí)到農(nóng)業(yè)的重要性,并作出了積極的努力。第三部分闡述了維特的社會(huì)政治改革。維特通過立法和行政體制變革,推動(dòng)了俄國的憲政進(jìn)程。同時(shí),在社會(huì)生活領(lǐng)域領(lǐng)域也取得了一定進(jìn)展。第四部分是對(duì)維特改革與俄國現(xiàn)代化進(jìn)程的歷史思考。分析了維特改革對(duì)俄國現(xiàn)代化進(jìn)程兩方面的影響。承認(rèn)維特改革對(duì)現(xiàn)代化,尤其是工業(yè)化的積極推動(dòng)作用,但也不能忽視其中農(nóng)業(yè)發(fā)展相對(duì)薄弱等問題。同時(shí),維特改革對(duì)俄國現(xiàn)代化的繼續(xù)發(fā)展,尤其是對(duì)斯托雷平土地改革產(chǎn)生了深遠(yuǎn)影響。
[Abstract]:At the end of the 19th century and the beginning of the 20th century, the Russian society was in an important period of modernization transformation. The measures of Vitert reform had a profound influence on the Russian society and promoted the modernization process of Russia. This article is divided into four parts, from the perspective of modern development of the reform of Victor comprehensive elaboration and analysis. The first part introduces the historical background of the reform. From the study of historical development process, seek some basic characteristics of Russian modernization. The substantial modernization of Russia began in Peter the Great's time, and then developed obviously through the reforms of Yekaterina II and Alexander II. In this process, the deep contradiction between the development of capitalist economy and serfdom under feudal rule appeared, and the crisis of Russian society deepened, which made the reform an inevitable trend of historical development. At the same time, the introduction of Western ideas also played a catalytic role. The second part focuses on Victor's economic reform. Victor's economic reform involved various fields of Russian economic life. Reform of the Chinese economy, especially the development of railway cause, caused a lot of repercussions. A large amount of financial revenue and foreign funds are used for railway construction. The world-famous Siberian Railway was completed under the auspices of Victor, becoming its most dazzling achievement. At the same time, the financial sector has also taken various reform measures. The Russian economy was stabilized by tariff protection, introduction of foreign capital and switch to the gold standard system. Victor also realized the importance of agriculture and made active efforts. The third part expounds the social and political reform of Victor. Through the reform of legislative and administrative system, Witte promoted the constitutional process of Russia. At the same time, some progress has been made in the field of social life. The fourth part is the historical thinking about the reform of Vitert and the modernization of Russia. This paper analyzes the influence of Vitert's reform on Russia's modernization process. It is acknowledged that the reform of Witte has played an active role in promoting modernization, especially industrialization, but the relative weakness of agricultural development should not be ignored. At the same time, the Victorian Reform had a profound impact on the continued development of Russian modernization, especially on the Stolepin Land Reform.
