【摘要】： 本文的內(nèi)容主要是探討深圳市社會(huì)保障基金監(jiān)管制度的特色和優(yōu)勢之處,并且進(jìn)一步發(fā)現(xiàn)和研究存在于監(jiān)管制度運(yùn)行過程中的不足和問題,并提出具體解決對(duì)策和措施建議,以優(yōu)化和完善深圳市社會(huì)保障基金監(jiān)管制度的運(yùn)行機(jī)制。可以說,社會(huì)保障基金的監(jiān)管問題是社會(huì)保障制度的核心和關(guān)鍵,社保基金有效監(jiān)管和實(shí)效運(yùn)行的意義在于其直接決定著我國社會(huì)保障制度整體效能的發(fā)揮。伴隨著我國社會(huì)主義市場經(jīng)濟(jì)的完善和社會(huì)全面的轉(zhuǎn)型,深圳市社會(huì)保障基金運(yùn)行和監(jiān)管管理取得了很大的成就,并形成自己的特色和優(yōu)勢,同時(shí)也暴露出一些問題和不足,這些監(jiān)管問題主要表現(xiàn)為外部法制不健全、監(jiān)管力量較薄弱、監(jiān)督的體制不順、監(jiān)管懲罰力度不夠和基金監(jiān)管信息透明度低等系列問題,最后則針對(duì)以上問題和不足,本文提出了切合深圳市實(shí)際情況且具有可操作性的優(yōu)化和改革的對(duì)策與措施。
[Abstract]:The main content of this paper is to explore the characteristics and advantages of the supervision system of social security fund in Shenzhen, and further find out and study the shortcomings and problems existing in the operation of the supervision system, and put forward some concrete solutions and suggestions. In order to optimize and improve the Shenzhen social security fund supervision system operating mechanism. It can be said that the supervision of social security funds is the core and key of the social security system. The significance of the effective supervision and effective operation of social security funds lies in its direct influence on the overall effectiveness of our social security system. With the perfection of our socialist market economy and the overall transformation of our society, Shenzhen social security fund has made great achievements in its operation and supervision and management, and has formed its own characteristics and advantages. At the same time, it has also exposed some problems and shortcomings. These regulatory problems are mainly manifested in the following series of problems: the external legal system is not perfect, the supervision force is relatively weak, the supervisory system is not good, the supervision and punishment is not strong enough and the transparency of the fund supervision information is low, and so on. Finally, the above problems and deficiencies are addressed. In this paper, the countermeasures and measures of optimization and reform are put forward, which are suitable for the actual situation and operable in Shenzhen.
