【摘要】： 隨著改革開放的推進(jìn)和我國(guó)工業(yè)化、城鎮(zhèn)化進(jìn)程的加速發(fā)展,大批農(nóng)村剩余勞動(dòng)力轉(zhuǎn)移到城市(鎮(zhèn))和鄉(xiāng)鎮(zhèn)企業(yè)就業(yè),形成了一個(gè)特殊的社會(huì)群體——農(nóng)民工。他們?yōu)槲覈?guó)的經(jīng)濟(jì)社會(huì)發(fā)展做出了功勛卓著的巨大貢獻(xiàn),然而他們的就業(yè)、收入、勞動(dòng)狀況、生活狀況和社會(huì)保障現(xiàn)狀令人堪憂。農(nóng)民工的社會(huì)保障問(wèn)題涉及到我國(guó)社會(huì)轉(zhuǎn)型、“三農(nóng)”問(wèn)題、社會(huì)穩(wěn)定等諸多社會(huì)問(wèn)題,因此研究農(nóng)民工的社會(huì)保障問(wèn)題具有重要的現(xiàn)實(shí)意義和戰(zhàn)略意義。 本文以前人研究的理論背景為基礎(chǔ),用規(guī)范分析法、文獻(xiàn)調(diào)研法和歷史分析法對(duì)農(nóng)民工社會(huì)保障問(wèn)題進(jìn)行研究,用調(diào)查數(shù)據(jù)描述農(nóng)民工社會(huì)保障缺失的現(xiàn)狀,從制度視角和經(jīng)濟(jì)視角對(duì)缺失的成因進(jìn)行分析,進(jìn)而發(fā)現(xiàn)了我國(guó)傳統(tǒng)的二元結(jié)構(gòu)體制是導(dǎo)致農(nóng)民工社會(huì)保障制度缺失的社會(huì)結(jié)構(gòu)深層次原因,此外還分析了農(nóng)民工自身和用人單位方面的原因。在此基礎(chǔ)上闡述了農(nóng)民工社會(huì)保障制度建立的必要性,進(jìn)而提出根據(jù)農(nóng)民工群體的特殊性,對(duì)農(nóng)民工進(jìn)行分類,對(duì)社會(huì)保險(xiǎn)項(xiàng)目進(jìn)行分層建立工傷保險(xiǎn)、大病醫(yī)療保險(xiǎn)、養(yǎng)老保險(xiǎn)、失業(yè)保險(xiǎn)制度。在社會(huì)救助制度上,建立以最低生活保障為核心,以應(yīng)急救助和法律援助為兩翼,面向農(nóng)民工的社會(huì)救助制度。在社會(huì)福利制度上,多渠道為農(nóng)民工提供住房保障,加強(qiáng)對(duì)農(nóng)民工的教育培訓(xùn),合理設(shè)置職業(yè)培訓(xùn)課程。最后提出了完善與農(nóng)民工社會(huì)保障制度相關(guān)配套制度的對(duì)策。
[Abstract]:With the development of reform and opening up, industrialization of our country and the accelerated development of urbanization, a large number of rural surplus labor force has been transferred to the cities (towns) and township enterprises for employment, forming a special social group-migrant workers. They have made great contributions to China's economic and social development, but their employment, income, labor, living conditions and social security are worrying. The social security problems of migrant workers are related to the social transformation of our country, "three rural areas", social stability and many other social problems, so it is of great practical and strategic significance to study the social security problems of migrant workers. Based on the theoretical background of previous studies, this paper studies the social security problems of migrant workers by normative analysis, literature investigation and historical analysis, and describes the current situation of the lack of social security for migrant workers with survey data. Based on the analysis of the causes of the absence from the perspective of institution and economy, the author finds out that the traditional dual structure system is the deep-seated cause of the lack of social security system for migrant workers. In addition, it also analyzes the reasons for migrant workers themselves and employers. On this basis, this paper expounds the necessity of establishing the social security system for migrant workers, and then puts forward that according to the particularity of migrant workers, the classification of migrant workers, the stratification of social insurance projects, the establishment of industrial injury insurance, medical insurance for serious illness, Endowment insurance, unemployment insurance system. In the aspect of social assistance system, we should establish a social assistance system with minimum living security as the core, emergency assistance and legal aid as the two wings, and the social assistance system for migrant workers. In the social welfare system, many channels provide housing security for migrant workers, strengthen the education and training of migrant workers, and rationally set up vocational training courses. Finally, the author puts forward the countermeasures of perfecting the supporting system related to the social security system of migrant workers.
